국문 초록

1991년 사회주의 유고슬라비아 연방이 붕괴된 이후, 크로아티아와 슬로베니아는 연방으로부터의 독립을 선언하였다. 하지만, 정치, 경제적 발전을 토대로 슬로베니아가 2004년 5월 EU 가입 그리고 2007년 1월엔 Eurozone 가입에 성공한 반면, 크로아티아는 1995년까지 이어진 세르비아 소수민족과의 내전 여파와 일련의 장애물들로 인해 EU 가입에 어려움을 겪어야만 했었다. 이후로 크로아티아는 EU 가입을 최종목표로, 내전의 아픔을 이겨내고 가입을 가로막고 있는 여러 장애물들을 하나씩 극복해 나가면서, 마침내 2013년 7월 EU 가입을 확정짓게 된다. 이러한 연구 배경을 바탕으로 본 논문에선, 제 2장에선 크로아티아의 EU 가입을 앞둔 현재 시점에서 동유럽으로의 EU 확대가 가져다주는 의미 및 그 내용들에 대해 설명하고자 한다. 제 3장에선 크로아티아의 EU 가입 과정상에 나타난 여러 특징들과 더불어 일련의 장애물 극복 과정에 대해 설명해 나가고자 한다. 이러한 장애물들은 크게 네 가지로 분석해 볼 수 있는 데, 첫째, 전범 처리 문제, 둘째, 아드리아 해조업권을 둘러싼 슬로베니아, 이탈리아와의 갈등 문제 셋째, 조직범죄와 부패 방지 및 사법 개혁 문제, 넷째, 세르비아 소수 민족 문제 및 발칸지역의 평화 정착에 관한 문제 등을 언급하고 크로아티아가 이러한 장애물들을 어떻게 극복하고 EU에 가입할 수 있게 되었는지에 대해 분석하고자 한다. 마지막으로 결론에선 크로아티아의 EU 가입에 대한 국제 사회의 찬성과 우려 그리고 남겨진 과제들에 대한 연구자의 입장과 견해를 피력하게 될 것이다.

영문 초록

After the disintegration of Socialist Yugoslavia in 1991, Croatia and Slovenia declared independence from Federation. Slovenia succeeded in joining the EU in May 2004 and the Eurozone in January 2007 based on its political and economic development. However, Croatia’s accession to the EU has been faced difficulties due to the aftereffect of Civil War and several obstacles. The Croatia, with a final aim for EU membership, has tried to overcome the pain of the Civil War and internal social, political and economic obstacles. And finally, the EU determined to Croatia's EU accession in July 2013. With this research background, in chapter II, I will introduce about the process and meaning of the EU's enlargement into the Eastern Europe. In chapter III, I will analyze about several features and series of obstacles appearing in the process of Croatia's EU accession, and its process of overcoming. In this article, I will classify its main obstacles into the following four items; first, problem of war criminal processing and the euro-skeptical attitude of the Croatian citizens, second, conflict with Slovenia and Italia concerning the territorial problem, third, a need for administrative reforms and combating corruption as well as organized crime, and fourth, problem of Serbian minority rights and peace-building in the Balkan. And in conclusion, I will introduce international support and worry on a Croatia's integrating into the EU, and I will suggest my position and view on the remaining challengers.
