트란실바니아의 소수언어에 관한 언어정책

국문 초록

본 논문은 루마니아 내 헝가리 인들의 집중 거주지역인 트란실바니아 지역에서 소수언어로서 존재하는 헝가리어에 대한 언어정책적인 측면에서의 연구이다. 정책적인 부분에 대한 고찰에 앞서 이를 결정하는데 있어서 중요한 변수가 되고 있는, 트란실바니아를 중심으로 하는, 루마니아 민족과 헝가리 민족 간의 갈등 관계의 역사적인 측면을 살펴 보았다. 역사적으로 장기간 지속된 갈등에도 불구하고 유럽연합으로의 통합을 통한 발전을 추구하기 시작한 20세기말을 기점으로 양국가간 그리고 민족 간의 갈등은 미래지향적 발전을 위한 협력관계로 변화시키려는 다양한 시도가 있었고 이는 언어정책적인 면에서 소수언어의 권리보장에 긍정적인 영향을 미치게 된다. 물론 현재도 두 민족과 국가간에 정치적인 갈등이 상존하고 있으나 이를 뛰어넘어 공존을 위한 협력이라는 가치에 더 큰 중요성을 부여하고 있는 것으로 보인다. 이러한점은 21세기 초에 트란실바니아 지역을 중심으로 시행된 여론조사결과 헝가리 인에 대한 루마니아 사람들의 견해는 일부 부정적인 면이 혼재 되어있음에도 불구하고 그들을 존중하는 태도가 증가하고 있는 것으로 조사된 사실에서도 볼 수 있다. 트란실바니아 사회를 다언어 사회라고 규정하는 것에는 이견이 없을 것으로 사료되나 다문화 사회의 양상이 매우 다양하게 나타나는바다언어 사회의 유형에 대해서 연구한 H. Kloss, W. A. Stewart, C. A. Ferguson의 연구를 참고하여 트란실바니아의 특징을 분석하였다. 이에 이 사회는 다수의 이중언어 구사자가 존재하며 코바스나 주, 하르기타주 등 부분적으로 이중언어상용의 모습을 보이고 있으며 역사적으로 볼 때 헝가리어는 이 지역의 토착어로서 트란실바니아에 국한하여 헝가리어는 공적 기능을 수행하는 등 낮지 않은 지위를 가지고 있는 것으로 분석되었다. 트란실바니아 지역의 헝가리 소수언어에 대한 언어정책을 법률적인면에서 볼 때 유럽연합에서 제안한 최고 수준을 보장하는 것으로 조사 되었다. 1992년 유럽평의회(Council of Europe)의 권고에 의해서 만들어진 ‘지역어-소수언어를 위한 유럽헌장’(ECRML)을 유럽연합 가입이후인 2007년에 의회에서 비준하고 이를 2007년 282번 법률안으로 실행하게 되는데, 이 법률안은 언어, 법률, 행정, 문화 등 주요 범주에서 헝가리어와 관련된 문제를 상기의 헌장에서 제시하는 가장 높은 수준으로 보장하고 있다.

영문 초록

This article is a study about language policy on the Hungarian Language in Transylvania which exists as a minor language in this region. Before studying on language policy I examined core aspects of conflicts between Romanian and Hungarian People which are very important variables for language policies. Even though there have been conflicts in long duration of time, from the end of 20th century both sides wanted to collaborate in a European Union frame aimed at a future oriented relationship and the "Treaty between Republic of Hungary and Romania on Understanding, Cooperation and Good Neighbourhood" at the year 1997 could be a good example. In this moment there exist political conflicts but they put more importance for collaboration for coexistence. This facts could be found also from the census and opinion poll taken from the beginning of the 21st century which presented that even though exist some negative opinions on Hungarian People, Romanians were showing increasing respects for Hungarian People. The could be other opinions that Transylvania is a multilingual society, but there exist various types of multilingual societies, so I consulted studies on multilingual societies of H. Kloss, W. A. Stewart, C. A. Ferguson and tried to analyze characteristics of Transylvania. Transylvania could be characterized : 1) There exist many bilingual speakers and some regions like Covasna Judeţ and Harghita Judeţ could be called as a society of diglossia; 2) From the historical view point Hungarian Language is a native tong in Transylvania; 3) Delimited to Transylvania area Hungarian language carries a functions of official language; 4) The status of Hungarian Language is not low. From the legal view points, the language policies on Hungarian minor language in Transylvania guarantee this language at the highest level suggested by European Union. After joining the European Union at the year of 2007, Romanian National Assembly ratified the "European Charter for Regional or Minority Languages(ECRML)" which was made in 1992 by support of Council of Europe and made law no. 282 to follow the basic ideas of this Charter. This law guarantees the Hungarian minor language at the highest level among 10 minor languages used in Romania.
