민주화이후 폴란드 · 리투아니아의 러시아에 대한 갈등과 협력연구

국문 초록

본 연구는 1990년 민주화이후 폴란드와 리투아니아의 갈등과 협력을 대 러시아에 대한 관계 측면에서 정치경제적으로 분석하는 것을 목적으로 하였다. 과거의 역사가 양국의 미래의 발전과 협력의 발목을 잡아서는 안 된다고 본다. 이를 타개하기위한 논리적 근거를 정리한 것이 본 연구 논문이다. 폴란드-리투아니아 관계가 적대적인 대립적 갈등이있고 치욕적인 양국의 과거역사가 정리되지 않고 민족성, 언어측면에서 갈등 등이 있다는 것을 인정하더라도 양국이 앞으로 선진국으로 가기 위해서는 상호 협력해야할 일이 많이 있다고 본다. 폴란드와 리투아니아 두 나라의 관계에 있어서 아무리 과거의 전쟁, 원수와 억압의 경험이 있다고 하여도 1990년 민주화를 쟁취하고 이후 EU와 NATO 에 함께 회원국이 되어 유럽의 정체성을 향유하고 있는 양국이 민주화의 역사를 헛되지 않게하기 위해서는 반드시 협력해야 할 미래지향적인 과제가 있다고 인식하였다. EU와 NATO 의 가입한 폴란드와 리투아니아는 사실상 러시아를 떠나 서유럽의 정치·경제적 문화와 정체성에 동참한 것으로 봐야한다. 적어도 전 세계적인 평화와 갈등의 문제에 있어 유럽이 평화의 정체성으로 드러나는 것이 글로벌 위기극복을 위해 바람직할 것이다. 이점에서 폴란드와 리투아니아는 이러한 유럽의 정체성에 동참하고 협력하는 방향으로 가야하는 공동과제를 갖고 있다. 양국이 갈등보다는 협력을 모색하는 것이 유럽의 평화적 정체성에 기여하는 것이고 또한 동유럽의 발전에도 중요한 역할을 할 것으로 본다. 특히 양국은 ① 구소련의 지배로부터 89-90년 민주화를 통해 자본주의와 자유민주주의로 전환한 공통된 역사를 갖고 있으며, ②유럽선진국들의 모임인 경제금융 협력측면에서 유럽연합(EU)과 외교안보측면에서 북대서양조약기구(NATO)의 회원협력국으로서 유럽의 정체성을 함께 경험하고 있으며, ③ 동시에 과거 러시아로부터의 굴욕이라는 공통된 역사적 경험 등도 갖고 있다는 점에서 양국의 러시아에 대한 공동대응 관점에서 상호 국익을 증대할 수 있다고 본다. 폴란드는 서방국가들과의 협력은 물론 주변국들과의 협력이 필요하며 특히 바로 이웃하고 있는 역사적으로나 지정학적으로도 깊은 관계가 있는 EU와 NATO의 회원국인 리투아니아와의 협력도 필요하다고 본다. 양국은 유럽평화와 세계평화를 위하여 함께 해야 할 많은 과제를 갖고 있으며 이들 양국가가 행하는 것이 바로 유럽의 민주주의와 평화를 발전시키는 원동력이 될 수 있다고 보았다. 본 논문은 폴란드와 리투아니아의 이웃국가인 러시아와의 관계를 통한 갈등과 협력을 중심으로 양국관계에 대한 90년 민주화혁명 이후의 협력적 내용들을 정리하는데 중점을 두었다.

영문 초록

This study focuses on Economic cooperation and national security in Poland and Lithuania in membership of EU & NATO. This study compares two states economic development and regional security against international power of Russia. Also this study focuses on the mutural assistance system using Energy and security crisis of Poland and Lithuania after 1990. Facing democratization in Eastern Europe, and a New World order as like global democracy, this bring indeed the better economic growth to two states since the collapse of the communist planned economies and the wrenching process of privatisation, liberalisation and stabilisation that followed. Poland and Lithuania have to get international support from various areas in the world to enhance her international standing. I try to study about national security and crisis from comparative perspective both within Poland and Lithuania themselves as a whole. The current menace in Eastern Europe is leading to the emergence of Russia development crisis after Democratization in Eastern Europe. This study analyses the goals of achieving the mutural assistance system of Poland and Lithuania and the preparation of crisis of Eastern Europe by Gas, natural resources and materials of Russia. Inflows Global assistance has encouraged the stabilization in Eastern European countries needed to further peaceful and co-development. EU & NATO have supported Poland and Lithuania to globalization and policy about cooperation in Eastern Europe. Inflows Global and Regional development has encouraged the political economic stabilization in two states needed to further peaceful and co-development with Western European countries and USA. Global security and economy in International Society and EU & NATO takes a unique look at cooperation and conflicts of two states using peace, transparency, trust, tolerance, and civility. It explains the relationship between NATO & EU and two states, and discusses political economic development and regional security in future within the context of the legacy of European history. The cooperation of two states against Russia is solved through this peaceful global democratic process with interrelationship and membership of EU & NATO.
