국문 초록

이 연구는 AHP(계층분석적 의사결정기법)를 이용하여 학교신설비 투ㆍ융자심사 평가기준을 개발하고 우선순위를 탐색하는데 목적을 두고 수행되었다. AHP를 적용할 평가기준은 효율성, 실현가능성, 적합성의 차원으로 구분하였고, 하위 기준을 개발하였다. 전국 시ㆍ도교육청의 교육재정 및 예산담당자와 교육재정 전문가를 대상으로 설문조사를 실시하여 평가기준별 상대적 중요도와 우선순위를 탐색하였다. 본 연구 결과를 요약하면 다음과 같다. 첫째, 전체적으로 적합성＞실현가능성＞효율성의 순으로 중요성을 인식하고 있었다. 이들 기준 간의 상대적 중요도의 차이는 뚜렷하게 나타났다. 둘째, 효율성 기준 내에서는 파급효과의 중요도가 경제적 수익성보다 높게 나타났다. 셋째, 실현 가능성 내에서는 재원조달능력의 중요도가 상환능력보다 높게 나타났다. 넷째, 적합성 내에서는 적정성>수혜도>요구도＞부합성＞연계성의 순으로 높은 중요도를 보여주었다. 본 연구에서 설정된 평가기준 및 가중치는 향후 학교신설비 투자 의사결정시 정책적인 판단기준으로 활용가능하며, 학교신설비 감축으로 발생하는 국가 재정 잉여분을 교육과정 다양화 및 교육격차 해소 등에 효율적으로 활용할 수 있는 기초자료를 제공할 수 있을 것이다.

영문 초록

This study aims to develope the assessment standards of investment and loan for school establishment and to explore priorities of them by using AHP(analytical hierarchy process) technique. The questionnaire survey was carried out targeting the heads of the educational finance and budget section of Local Offices of Education nationwide and the experts in educational finance for. Summarizing the results, they are as follows. First, they were recognizing importance in order of suitability＞feasibility＞efficiency as a whole. Difference in relative important level among these criteria was indicated to be definite. Second, within the standard of efficiency, the importance of a ripple effect was indicated to be higher than economic profitability. Third, within the feasibility, the importance of the financing ability was indicated to be higher than repayment ability. Fourth, within the suitability, the higher importance was shown in order of appropriateness＞benefit level＞demand level＞conformity＞connectivity. The assessment standards and the weighted value of them, which were established here, can be utilized as the standard of judgment given the investment decision-making of school establishment cost in the future. The national financial surplus according to this will be able to be offered as basic data that can be efficiently applied to the diversification in curriculum and the solution in educational gap, which were estimated in this study.
