DEA기법을 활용한 특성화 고등학교의 효율성 분석

국문 초록

이 연구는 DEA(자료포락분석)를 활용하여 전문계 고등학교의 상대적 효율성을 분석하는 데 목적이 있다. 총 5개의 투입변수와 3개의 산출변수가 사용되었다. 투입변수는 학생 100명당 교원수, 1급 정교사 비율, 장학금 수혜율, 학생당 방과후 학교 지원금액, 학생당 교육비이며, 산출변수는 국어, 영어, 수학의 학업성취도 수준이다. 특히 방과후 학교의 투입 정도가 중요한 투입변수의 하나로 설정된 것은 선행연구와의 중요한 차이점이다. 분석대상은 종합고등학교를 제외한 전국의 472개 전문계 고등학교로서 한국교육학술정보원에서 제공하는 에듀데이터를 활용하였다. 중요한 연구결과는 다음과 같다: 첫째, 효율성을 100% 달성한 학교는 10% 내외에 불과하였다. 둘째, 수도권 학교와 광역시 지역의 학교가 비수도권과 도지역의 학교에 비하여효 율성이 높았다. 셋째, 규모가 클수록 효율성도 높은 것으로 나타났다. 넷째, 설립별로는 사립학교가 공립학교보다 효율성이 높았다. 다섯째, 단성 학교의 효율성이 남녀공학보다 높았다. 여섯째, 수준별 이동수업과 영어교육 프로그램의 경우 운영하지 않는 경우가 효율성이 더 높았다. 이상의 결과를 토대로 몇가지를 제언하면 다음과 같다. 첫째, 비효율적인 특성화 고등학교들이 상대적으로 많았다. 학생의 학업성취 증진이라는 측면에서 볼 때 적절한 투입 및 산출 조정이 필요한 것으로 판단된다. 둘째, 학교의 투입변인을 다양하게 분석하고 평가하려는 노력이 더욱 필요할 것으로 판단된다. 셋째, 학교의 효율성 분석에만 근거하기 보다는 질적인 접근도 함께 이루어져야 할 것이다. 넷째, 향후 자료가 축적되면서 종단적인 분석이 추가되어야 할 것이다. 다섯째, 학교교육의 효율성에 대한 엄격한 판단은 다른 효율성 측정방법에 의한 결과와 함께 보완적으로 이루어져야 할 것이다.

영문 초록

This study aims to analyze comparative efficiency of Korean vocational high schools by using DEA(data envelopment analysis) technique. To accomplish this purpose, theoretical review on precedent studies about DEA and analysis of efficiency was conducted. Based on theoretical review, totally five input variables and three output variables were selected for the analysis. Number of teachers per one hundred students, ratio of senior teachers. ratio of scholarship recipients, amount of grant for after-school program per student, and educational expenditure per student were included to input variables, and result of school achievement test of Korean Language, English, and Mathematics were included to output variables. Inclusion of amount of grant for after-school program per student as an input variables in the analysis is the main difference of this study from other preceding studies. Subjects of this study were 472 vocational high schools in Korea. Edu-data offered by KERIS(Korea Education & Research Information Service) were used for the analysis. Efficiency of vocational high schools were analyzed by DEA technique. Major results of the study are as follows: Firstly, schools that achieved 100% efficiency were just 10 percent of total schools. Secondly, schools located in metropolitan areas were more efficient than schools located in small cities and rural areas. Thirdly, efficiency of schools was increased in proportion to the number of students of them. Fourthly, private schools were more efficient than public schools. Fifthly, girl’s or boy’s(one sex) schools were more efficient than coeducational schools. Sixthly, schools those did not operate special programs such as differentiating teaching classes by level of achievement and English program were more efficient than schools those did them. Based on the results and discussion of this study, the conclusions and suggestions of the study are as follows: Firstly, more than half of vocational high schools were inefficient comparatively. In terms of student achievement, reasonable input and output adjustment is required. Secondly, more analysis on economy of scale in vocational schools is needed. Thirdly, schools should not be evaluated by just efficiency. More careful approach is needed in analyzing efficiency of schools. Fourthly, longitudinal analysis is needed when longitudinal data are accumulated. Fifthly, comparative efficiency analyzed by DEA should be complemented by other various methods of analyzing efficiency.
