국문 초록

본 연구는 다자주의에 입각한 일본의 대 중앙아시아 및 코카서스 원조외교에 대해서 집중적으로 다루고 있다. 일본의 대 중앙아시아 정책은 전통적으로 양자외교에 머물러 있던 일본 외교가 다자주의 외교로 전환되는 계기가 되었다. 일본의 중앙아시아 및 코카서스 진출 사례에서 한국이 주목해야 할 점은 첫째, 민간기업의 적극적 진출을 장려하기 위한 일본정부의 과감한 차관 제공과 적극적인 지원 정책이다. 일본정부는 경제협력 펀드(Economic Cooperation Fund)를 통한 저율의 차관을 민간기업에 제공함으로써 진출에 따른 리스크를 최소화 했다. 둘째, 서구기업과 차별화된 일본 민간기업의 진출 전략을 들 수 있다. 즉 서구의 기업들이 “high-risk, high-return” 전략을 추구한 반면, 일본 기업은 “low-risk expectation for steady returns”를 택함으로써 꾸준한 이윤 추구와 낮은 리스크 전략을 채택했다는 점이다. 셋째, 장기적 관점에서 적극적인 인도적 차원의 원조가 일본에 대한 긍정적 이미지 구축에 결정적 역할을 했다는 점이다. 넷째, 일본은 중앙아시아 국가들과의 양자관계에 머물지 않고 지역 맹주인 중국과 러시아를 배제한 독자적인 다자대화채널 구축에 성공하였다는 점이다. 이로써 중앙아시아지역 진출의 신참국인 일본이 중·러와 어깨를 나란히 할 수 있는 발판을 확보한 것으로 평가할 수 있다.

영문 초록

This study focuses on Japan's diplomacy based on ‘multilateralism’ and strategies towards Central Asia and Caucasus. Traditionally, Japan's diplomatic concept heavily relied on bilateralism for decades. However, starting with Central Asian and Caucasian states, Japan adopted the new approach in the frame of multilateralism. Four points are taken account with attentions when it concerns to Japan's Central Asia and the Caucasus policies; First, Japan provides civil companies with credits in order to support them to make inroads to Central Asian and the Caucasian markets. The Japanese government tried to reduce the risk of civil companies, providing low-interest credit through the “Economic Cooperation Fund.” Second, it should be noted that Japanese cooperations adopted the differentiated way from others to enter the region. While most of the Western companies have sought the “hight-risk, high-return” from the very beginning, Japanese ones followed the “low-risk expectation for steady returns” so they could successfully take root in this region than any other competitive companies from the West. Third, in the long run, the active humanitarian aid promoted by the Japanese government decisively helped to establish the positive national image in Central Asia and Caucasus. Forth, Japan adopted the new concept of “multilateralism” to make firm relations among Central Asian States. The point is, Japan successfully excluded China and Russia which are the influential states in Central Asia. With such efforts, Japan could assure her determined position as the last participant to the ‘New Great Game’ in Central Asia among influential competitors- Russia and China.
