국문 초록

최근의 EU 확대 추진으로 2004년 유럽에서 거대경제권이 형성되면, 미주와 아시아간 결속 강화는 물론 미주자유무역협정(FTAA) 체결과 아시아경제협력체의 추진 등 지역주의가 더욱 심화되는 계기가 될 것이다. 따라서 본 연구는 이처럼 전세계적으로 가장 큰 이슈가 되고 있는 EU확대에 대한 최근의 추진동향을 조사하고, 향후 EU확대의 전개방향을 전망함 으로써 한국 경제에 대한 시사점을 도출하고자 한다. 이를 위해 EU확대의 편익과 비용을 EU의 신규회원국은 물론 기존회원국 입장에서도 살펴보고, 최근 한창 진행중인 중․동구국가들의 EU가입협상 추진현황에 대해서도 살펴보았다. 2004년 중․동구 국가들의 EU가입에 대한 철저한 대비가 요구된다. 중ㆍ동구의 EU 가입은 일례로 유럽지역의 지역주의심화라는 부정적인 의미와 수출시장의 확대라는 긍정적인 의미를 동시에 지닌다. 따라서 한국으로서는 EU확대가 미치는 긍정적인 효과를 극대화하고 부정적인 효과를 극소화하는 방향으로 대응방안을 마련해야 할 것이다.

영문 초록

In recent, the single biggest reason why enlargement should proceed is that the current status quo in unworkable. Many geographical, commercial and strategic decisions by businesses have been made on the presumption that enlargement of the European Union is on the near horizon. Businesses operating in Central and Eastern European countries have taken on substantial risks and operated in difficult conditions on the premise that the acquis will be adopted and that EU membership will follow, the assumption being that a business environment that is conductive to enterprise and business growth is being created, with guaranteed stability within EU structures the end result. From an immediate point of view therefore, the consequences of not joining are significant. Halting the enlargement process now would undoubtedly incur significant costs for businesses and slow down the momentum of reform. The support for the participation of Central and Eastern European countries for the EU can be witnessed by the enlargement progress and important measures already taken by the EU, such as "Association Agreements", "the Copenhagen criteria", "Agenda 2000", and etc. In March 1988 and in February 2000 the EU had begun the bilateral negotiation for application with the first-wave countries (Hungary, Czech, Poland, Slovenia, Estonia and Cyprus) and the second-wave countries (Slovakia., Latvia, Lithuania, Romania, Bulgaria and Malta). In October 2002 the European Commission confirmed that ten of the candidate countries will be ready to join in 2004. And the EU has endorsed 2007 as a target date for Bulgaria and Romania to be ready to accede. With these efforts for the enlargement of the EU, two implications are to be pointed our: (1) to the positive effects of EU enlargement stemming from its improvement in international status, stable security of European peace, and etc, (2) for Korea, increased importance of the Central and Eastern Europe not only as a advanced production base for penetration of the West European market but also as the potential market with growing economy and income level.
