초등학교 특수학급 교사의 공문서 처리 현황 및 개선방안

국문 초록

본 연구의 목적은 초등학교 특수학급에서 접수·처리하는 공문서의 양과 종류를 비교하고 공문서로 인한 특수교사의 업무부담 인식 정도와 개선 방안을 제시하여 업무경감에 도움을 주고자 하는데 있다. 전국 16개 시 • 도 공립초등학교 문서 수반 현황을 내용 분석하고, 서울특별시와 경기도 초등학교 특수학급에서 근무하고 있는 특수교사를 대상으로 공문서에 대한 업무 부담 인식을 연구하여 분석하였다. 결과에 따르면 특수교사는 일반초등교원에 비해 15배나 많은 공문서를 처리하고 있으며，특히 일반 여타 업무 공문서 처리에 대해서 업무 부담을 크게 느끼고 있는 것으로 나타났다. 이에 대한 개선방안으로는 공문 수 감축과 더불어 처리 시간이 촉박하게 요구되는 감사 자료의 감축이 우선적으로 이루어져야 하며, 전자결재시스템의 완전 도입 및 단순 통계성 결과보고틀 위한 자료 집계 시스템의 도입이 필요한 것으로 나타났다. 그리고 무엇보다 기본적인 교육환경을 정비하여 열악한 근무여건을 개선하는 것이 우선되어야 할 것으로 나타났다.

영문 초록

The purpose of this study was to assist the special education teachers by bringing out the issues on recognition extent of work load related to oHicial document. In this study, these researchers analysed document delivery status of nationwide 16 municipal, provincial public elementary schools with content analysis, and analyzed special education teachers’recognition on their work load. The questionnaire was conducted for the special education teachers working at the special classes at elementary school in Seoul and Gyeonggi do. The results from the analysis were as below: First, the content analysis showed that the official documents handled in the special classes were 15 cases monthly, much more than 1.03 cases that handled in the general elementary schools. Second, those special education teachers appeated to feel burden in dealing with official documents particularly among general tasks which include operation of special classes, guidance for teaching Classes, guidance for childhood living. Third, They also responded that the reduction of offiicial documents volume along with reduction of urgent audit data requiring very short dealing time, should preferentially carried out.And the full introduction of eletronic approval system and data collecting system for the report of simple statistical results should be prepferentially the work condition of the special education teahcers by checking their work load, but the hardening of the basis by maintaining the most basic educational environment is the first thing to be above all.
