민주화 10년, 루마니아 사회변동 연구

국문 초록

1989년 12월, 공산주의가 붕괴되고 난 이후, 루마니아인들은 민주주의로 가는 길에 있어서 아주 중요한 요 소 중 하나인 자유로운 매스 미디어를 가질 수 있게 되었다. 물론 지난 10여 년간 루마니아의 언론 내에서는 구 공산주의 시대에 활동했던 인물들이 계속 존재하였고, 또한 이것과 관련하여 서구의 언론도 부정적인 견해 를 지속적으로 언급했지만, 궁극적인 측면에서 살펴볼 때 루마니아 언론에 대한 해석은 긍정적이었다고 말 할 수 있다. 현재 루마니아에는 국영 TV방송국 2곳과 민영 방송국 그리고 수많은 지방 라디오 및 TV방송국이 존재하 고 있다. 루마니아인들이 정보를 접하는 가장 원천적인 곳은 루마니아 국영 방송국이지만, 루마니아 도시민들 은 PRO TV(프로테베)와 Antena 1(안테나 우누)와 같은 민영방송국과 그 외의 다양한 케이블 방송에서도 많 은 정보를 얻고 있으며, 1989년 루마니아 혁명이 발발한지 10여년이 지난 오늘날 루마니아에서는 국가가 운 영하는 언론매체 보다도 민간운영의 언론매체가 더욱 더 강력한 영향력을 가지고 있다고 볼 수 있다. 어느 한 사회나 혹은 한 국가에서 언론매체의 수준은 민주주의의 질적인 측면을 가늠하는 중요한 지표라고 볼 수 있다. 혁명 이후 상당 기간 동안 루마니아 내에서는 언론의 자유가 보장되지 않자 양심 있고 의식 있는 루마니아 언론인들은 PRO TV, BBC 등과 같은 외국계 신문, 방송사로 옮겨갔는데, 그곳에서 그들은 루마니아 국민들에게 자신들의 입장을 솔직하게 전달하였다. 실제로 이들 언론매체들은 루마니아에서 지난 10년간 있 었던 다양한 정치, 경제 그리고 사회적인 사건들과 복잡한 문제들을 정확하게 루마니아 국민들에게 보도하려 하였고, 이들의 기사와 방송보도는 루마니아인들이 사회주의에서 민주주의로 바뀌는데 있어서 의식 전환에 상당한 영향을 미쳤다고 볼 수 있다. 이러한 긍정적인 측면과는 달리, 루마니아 매스 미디어는 선거법 위반행 위나 자금세탁, 저널리스트들의 자질문제, 2000년 선거관련 TV토론에서의 나타났던 여러 가지 문제 그리고 민주주의와 같은 본질적인 개념에 관한 그릇된 견해 보도등과 같은 부정적인 면도 그동안 많이 부각되었다. 일반적으로 서유럽과 같은 민주주의가 발달한 국가에서도 나타나고 있는 미디어에 대한 가장 오래된 비판 중 하나는, 미디어 소유주들이 자신의 기업 이익, 개인적 취향, 정치적 선호 등 사적 이해득실에 따라 언론을 개 인적 무기로 사용하는 것인데, 이러한 비판은 지난 10여 년간 루마니아에서도 지속되었다. 그렇지만 앞에서 이미 언급한 것처럼 루마니아 언론매체가 루마니아의 민주화 그리고 루마니아인들의 의식변화에 많은 영향을 미쳤다는 것은 부인할 수 없는 사실이라고 볼 수 있다. 특히 정치, 선거 등과 관련하여 루마니아인들의 상위계 층은 주로 대중매체를 통하여 그리고 나머지 계층은 주위 가까운 사람들과의 대화를 통하여 정보를 수집하면 서 의식의 변화가 이루어졌다고 볼 수 있다.

영문 초록

Since the revolution in 1989, although it would be hard to accurately quantify and show how much impact the mass media has had on the Romanian people as a nation, it is obvious that it indeed has had significant influence on their spiritual change. The Romanian mass media has changed the life style of the people and it is true that the mass media has been making decisive influence on the way of thinking, attitude and the type of activities of Romanian people. And, in a sense, it may be seen functioning as an educational instrument to teach the people a new norm of judgement, frame of thinking and pattern of consciousness of Romanian people as important social organs such as home, schools, work places, army, religious entities, etc. How can the dimensional impact of the mass media in Romania over the last decade be explained? The answer to this question is hard to prove scientifically, however, in a broader dimension, it may be said that through mass media the Romanian people could have overcome the socialist and communist era and gradually increased their understanding about democratic politics and capitalist economy. In December 1989, since the collapse of Communism, Romanian people had come to have access to the free mass media, one of the most important factors to the progression onto Democracy. In fact, inside the Romanian Press, over the past 10 odd years, there were some of those old communist era personnels still remained active, and as for that the Western Press reported negative opinions on the situation constantly, however, from the ultimate point of view, the general interpretation on the Romanian Press has been positive. At present, there are 2 state run TV broadcasting systems and private TV broadcasting system as well as numerous regional TV and Radio broadcasting entities. Although the most important source of informations for the Romanian people may be state run TV Broadcasting system, the urban Romanian people also have private broadcasting entities such as PRO TV and Antenna 1 as well as other various cable TV companies as their information sources. Nowadays, it may be said that privately operated broadcasting groups have more powerful impact rather than state run broadcasting groups in Romania. In a society or a nation, the level of Press Freedom may be regarded as an important index to measure the country's maturity level of democracy. As freedom of the Press had not been fully allowed for a significant period of time even after the revolution, many journalists of conscience and consciousness had moved to foreign news papers and broadcasting companies such as , , , PRO TV and BBC, where they frankly expressed their position to Romanian people. In fact, each of these mass media entities had tried to report precisely all those political, economic and social events as well as various complicated incidents to Romanian public over the past 10 years and indeed, the articles and reports of these mass media had significant impact on the transition of consciousness of Romanian people in the course of transforming their country from communism into democracy. On the contrary to this positive side, the problematic side of Romania's own mass media had been highlighted for their improper report on a rigged election, money laundering, qualification36) of journalists, various problems in the course of political debates during election year 2000 and inappropriate opinion report on the concept of true nature of democracy over the period of time. In general, the typical criticism on the press in other countries like Western European countries has been the abuse of the press by the media owners for the private interest of their own companies, political preference, personal bias etc, which has been the case with Romanian Press as well over the past 10 years.
