국문 초록

본 논문은 중동부 유럽에서 공산주의 체제가 붕괴되던 1990년대, 중부유럽에 대한 러시 아의 외교 정책을 살펴보는데 있다. 다시 말해 중부유럽의 핵심 국가라 할 수 있는 폴란드, 헝가리, 체코와 슬로바키아에 대해, 러시아연방의 중앙 정부가 어떠한 정책을 펼쳤는가를 고찰하는데 있다. 장기간에 걸친 내부 위기와 국제적 위상 약화로 인해, 소련의 계승자로서 러시아가 중부 유럽에서 행사했던 영향력은 1992년부터 미약해졌다. 러시아 외교에 있어 비쉐흐라드 국가 군은 90년대 전반기 러시아-서구와의 관계에 밀려 부차적 위치를 점했다. 러시아는 1997년 초까지 동쪽, 특히 폴란드, 체코, 헝가리에로의 NATO 확장에 절대적 반대를 했다. 90년대 초부터 선린우호조약을 체결을 통해, 러시아는 중부유럽과의 상호 관계를 개선시키려는 노 력을 시작했다. 한마디로 요약하면 정치적 면에서 슬로바키아와의 관계가 최상이었고, 헝가 리와는 실용적으로 발전해갔다. 반면 폴란드와의 관계가 최악이었으며, 체코와는 단조로웠 다고 할 수 있다. 90년대 후반기 비록 관례적 정치 협의에 집중하긴 했으나, 러시아와 비쉐 흐라드 국가들과의 정치적 관계는 현실적으로 바뀌어갔다.

영문 초록

This paper treat the important issue of Russian foreign policy toward the countries of Central Europe, especially the Visherad Group - Poland, Czech, Slovakia, Hungary, in the 1990s. The general outlines of Russia’s internal and external policy toward Central Europe countries are presented, including the position of this countries in the suppositions and realizations of Russian foreign policy and security policy, as well as selected aspect of bilateral cooperation, especially political and economic. It can be concluded that Russia’s position toward Central Europe has weaken considerably, caused by the steadily internal crisis and the absence of a consistent foreign policy conception. Russia has also wanted the essential political and economic resources for enliven bilateral relations. In this situation, Russia’s negative reaction to the aspirations to integration with the West on the part of the Visherad Group countries, and especially the opposition to the entrance of Poland, Hungary and Czech to the NATO, cannot take positive result, because this forms a requisite element of security and stability on a universal European scale. Neither the result of a compromise with NATO, in the form of the Constitutive Act of May 27,1997, nor the maintenance of close contacts and cooperation with Slovakia, has soften Russia’s failure in this respect.
