국문 초록

본 연구는 2007년「장애인 등에 대한특수교육법」의 재정으로 인하여 특수학교의 학급과 각급학교(일반학교)의 특수학급 설치기준이 변경되고 특수교육교사의 담당학생수가 변경됨에 따라 특수학교에 배치되는 특수교육 교사정원의 적정성을 살피기 위한 것이다. 2008년 4월을 기준으로 조사된 자료를 2007년 특수교육법의 교사배치기준에 따라 산출한 법정 정원을 현원과 비교하여 얻은 결과는 학급담당 교사의 수를 큰 폭으로 증원하여야 하는 반면 종전 “치료교육 담당교원”을 포함한 경우에는 소폭 증원에 그칠 수밖에 없다는 것이다. 또한 교원정원 조정의 정도는 시·도, 학교과정, 설립주체, 장애유형 간에 큰 차이가 있을 뿐만 아니라 단위 특수학교 간에 더 큰 차이가 있다는 것이다. 이러한 연구결과에 따라 교원양성·배치행정의 실제와 후속연구에 대한 시사점을 제언하였다.

영문 초록

The purpose of the present study was to determine the appropriateness of number of special education teachers placed in special schools. Its necessity was raised because of the changes of the number of (regular) classes and self-contained (special) classes that can be set up in special and general school respectively. In addition, the number of students with disabilities and/or special education need per teacher in special school was changed. The changers of these criterions were due to the enactment and implementation of the Special Education Law for Individuals with Disabilities and Etc (namely, 2007 special Education Law). The present number of teacher was obtained from the existing data which were gathered April, 2008. And the legally prescribed number of teacher was computed in the study by appling the new criterion of teacher placement regulated in 2007 Special Education Law. These two numbers were compared to determine whether the reacher must be increased or reduced. The findings were that the classroom teachers should be substantially increased and that if teachers responsible for therapeutic education are included, only the increased numbers within narrow limits will be accompanied. Also, the magnitude of adjusted teacher number was different according to school agency (metropolitan city vs. province), grade of school (kindergarten, elementary, junior high vs. senior high school), school founder (national, public, vs. province), type of disability that schools are serving (visual, hearing, physical, intellectual, vs. emotional) in addition to among each of 149 special schools. The implications for administration practice and further studies were presented.
