이승만 정부 출범기 한미관계의 안보론적 접근

국문 초록

이승만 정부 출범기, 즉 정부 수립부터 한국전쟁 발발까지의 시기를 보는 시각은 이승만의 리더십과 당시의 다양한 정치세력의 본질을 어떻게 파악하느냐에 따라 다양하다. 그러나 한국과 미국간의 안보 관계에 분석의 차원을 국한해 보면, 한국전쟁 이전은 그 이후와 확연히 구분 된다. 이 시기 한미 안보관계는 불안정성과 불확실성, 그리고 제약성으로 특징지어 진다. 이승만의 친미노선과 미국의 동북아시아 정책 구상의 틀 속에서 이승만 정부가 수립되었음에도 불구하고 한국전쟁 이전까지의 한미 안보협력 체제는 안정되지 못하였다. 이승만 정부 대미외교의 목표는 미국으로부터 충분한 군사적 지원을 받고 한반도의 군사적 상황에 미국을 적극 개입시키며 이를 위해 미국의 확실한 보장을 받아 내는 것이었다. 그러나 한국전쟁 이전까지 미국 정부는 한반도의 안보적 가치와 전략적 중요도를 높게 평가하지 않았다. 따라서 미국의 한국에 대한 지원은 매우 제한적이었으며 군사적 성격보다는 정치적 성격을 지닌 것이었다. 한반도의 안보상황과 전략적 가치에 대한 두 정부의 인식이 서로 달랐고 이것은 한미간의 불확실한 협력 관계와 외교적 갈등으로 나타났다. 한국전쟁은 이러한 불확실성을 종식시키는 전환점이 되었다. 한국전쟁을 계기로 한국에 대한 미국의 군사적 지원과 개입이 현실화되었고 두 나라간의 안보 협력체제가 고정화되기 시작하였기 때문이다.

영문 초록

A variety of perspectives can be found on how to understand the initial stage of Syngman Rhee government, that is, the period from the establishment of the government to the Korean War. It depends on how to evaluate the Rhee's leadership and the nature of various political groups. However, if we focus our attention on the Korea-US security relationship, the pre-war period was clearly distinguished from the post-war era. The pre-war Korea-US security relationship is characterized by instability, uncertainty, and restrictions. Despite of the fact that Rhee's government was established within the framework of US policy on the Northeast Asia and Rhee's pro-US line, the Korea-US security cooperation had not been stabilized until the Korean War. The government's diplomatic goal in its relation with the US was to receive sufficient military supports from the US government and to engage the US in military situations of the Korean Peninsular. But the US government did not highly estimate Korea's security value and strategic significance. The US support for Korea was highly restricted and was not military but political in its nature. The two governments revealed differences in their recognitions on the security and strategic values of the peninsular. They suffered from uncertain cooperation and diplomatic conflicts. The Korean War was a turning point that ended this uncertainty. The war helped realize the US military support for and intervention into Korea and stabilize the security cooperation between the two governments.
