특수교육 인사제도 경향분석과 전망

국문 초록

이 연구는 정부수립 이후 특수교육인사제도의 주요요소인 특수교사양성제도, 특수교사자격취득기준을, 변화가속요인으로서는 특수교육 법적근거, 교육실시장소 및 특수교육과정을 검토 분석하여 바람직한 미래특수교사의 틀을 예측하고자 실시하였다. 분석기간은 1948~현재까지 60년간, 분석요인은 5가지 그리고 분석방법은emerging issues analysis를 도입․적용하였다. 분석결과는 첫째, 교사자격제도는 현행 ‘특수학교’교사가 아닌 ‘특수’교사로 개선해야 한다. 특수학교와 일반학교 교사자격을 동시에 인정하거나 일본의 특별지원교육 코디네이터, 영국의 특수교육전문상담가(SENCO) 모델도입이 바람직하다. 둘째, 특수교사자격취득기준도 미래형 특수교사자격에 맞도록 정교하게 재정립할 필요가 있다.

영문 초록

This research is to analyze educational administration for special education teacher since the establishment of a government-special education teacher training system and special education teacher qualification acquisition standard as the important factor and special education legal basis, educational operation place and special curriculum as the change acceleration factor and to predict the desirable model of future special education teacher. Emerging issues analysis was week to analyze the educational administration factors for 60 years since the 1948. Findings are as follows: 1. Teacher qualification system needs to be changed into the “special” teacher not into the current “special school” teacher. It is desirable to recognize as both the special school teacher qualification and the general school teacher qualification, or adopt the special support education coordinator in Japanese and the Special Education Coordinator(SENCO) in England. 2. Special education teacher qualification acquisition standard is reguired to be matched with special education teacher qualification of the future.
