일본의 지적조사 현황 분석에 관한 연구

국문 초록

  우리나라 근대적 지적제도의 근원이 되었던 일본은 대만, 한국, 만주 등 주로 침략지 측량에만 전념하고 본토측량은 방치하다가 1945년 태평양전쟁의 패망으로 만주토지조사에 종사하던 측량기술자와 항측 요원들을 활용하여 침략지 측량에서 얻은 경험과 발달된 측량기기 등으로 지적조사를 실시하고 있으나 2005년 12월 현재 전 국토의 약 49%의 부진한 실적을 보이고 있다. 따라서 일본 지적조사사업의 실태를 조사？분석함으로써 우리의 실정에 적합한 토지조사사업의 기본 틀을 모색하고자 하였다. 우리 나라에서 토지조사사업을 추진하기 위해서는 특별법의 제정을 통해 토지조사사업 수행에 적합하지 아니한 지적관련법령은 개정되거나 삭제되어야 하며 범 국민적으로 추진될 수 있도록 중앙 행정기관에 의한 전담기구의 설치와 전문인력의 확보 및 국민과 정부에 부담이 최소화 될 수 있는 재원확보 방안을 모색하여야 하고 부처간의 상호협조체제를 이루어 효율적인 토지관리를 위한 지적제도와 등기제도의 일원화를 원활하게 추진하여 우리나라에 적합한 유비쿼터스 지적제도의 실현을 이룩하여야 한다.

영문 초록

  As the origin of modern cadastral system of Korea, Japan had focused on the survey of other regions such as Taiwan, Korea, Manchuria, etc rather their own mainland. Then, defeated in the Pacific War in 1945, they began cadastral survey with experienced accumulated in external survey and developed surveying instrument by making use of the surveying technicians and staffs that were in charge of surveying land in Manchuria. Examining and analyzing the status of Japanese cadastral survey works that shows low performance of some 49% of all territory as of December 2005, this research aims at discovering an appropriate framework for our cadastral resurveying business.
  In order to push forward land survey business in Korea, it is required to enact special law so as to amend or delete law related to cadastral system which is inappropriate to perform land survey business, to establish dedicated organization by central administrative institution for progress nationwide, to secure specialized manpower and financial sources that minimizes the burden of nation and government and to smoothly progress the unification of cadastral system and registry system for efficient land control by realizing mutual cooperative system between departments. Then, it is essential to realize ubiquitous cadastral system appropriate to Korea.
