토지대장 속성정보의 논리오류 유형에 관한 연구

국문 초록

  정보통신 기술의 발달로 토지대장에 담고 있는 지적정보는 각종 시스템을 통해 국민과 행정기관 등에서 다양하게 활용하고 있다. 그러나 제공되는 지적정보가 논리적으로 어떤 오류가 있는지에 대해서는 아직까지 검토된바 없었다.
  본 연구는 논리적 오류가 없는 정확한 지적정보 구축을 위해 지적공부의 관리운영 시스템인 시군구지적행정시스템을 통해 논리오류를 분석한 결과, 등록된 속성정보에 대한 논리오류는 총 7종류 136개의 유형이 있음을 확인하였으며, 이에 대한 논리오류 사항을 추출할 수 있는 프로그램을 개발하여 전국 3600만 필지에 대한 논리오류 현황을 파악한 결과 약 3,000만건의 오류가 있었음이 확인되었다.
  본 연구를 통해 시군구 지적행정시스템에서 관리되고 있는 토지대장 속성정보의 정확성은 한계가 있었음이 확인되었으며, 이와 같은 논리오류를 제거할 수 있는 대책이 시급한 것으로 연구되었다.

영문 초록

  The cadastral information contained in Land Books is being used in diverse ways by the public and administrative bodies through the computer systems with the aid of advanced information and telecommunication technologies. However, it has never been checked whether the provided cadastral information includes logical errors.
  The research classifies 136 cases of logical errors into 7 classes by analyzing the erroneous cases in order to recognize the types of the logical faults of the attribute data registered in the public cadastral records managed by Cadastral Administration System for the purpose of supplying non-erroneous accurate cadastral information. On the basis of the analysis, the research developed a software program for grasping the logically erroneous situation over the 36 million parcels in Korea and, as a result, about 30 million cases are identified as wrongly registered. The research concludes that the accuracy of the cadastral book attribute data managed by Cadastral Administration System in municipal level shows limitations and proposes that the measures to remove the logical errors should be urgently prepared.
