국문 초록

  본 연구의 목적은 일본 오끼나와에서 시행한 지적조사에 관련된 특별조치법에 대한 내용을 조사ㆍ분석하고, 이를 토대로 우리나라 지적재조사특별법(안) 제정에 기여하는데 있다. 이와 같은 연구목적을 달성하기 위하여 시간적 범위는 특별조치법 시행 시점인 1977년으로 하고, 공간적 범위는 일본의 오끼나와로 하며, 내용적 범위는 국토조사 중 지적조사를 중심으로 한정하였다.
  분석 결과 첫째, 지적조사 시행기간은 5년 단위 계획이 적절하며, 대상지역은 가급적 세분하여 주민에게 열람한다. 둘째, 지역별로 관계자 과반수의 합의에 의하여 대표자와 협력위원을 정하여 위치경계확인 등을 실시한다. 셋째, 정부는 불부합지 해소를 위하여 토지구획정리사업, 토지개량사업의 촉진과 청산에 필요한 자금의 융통을 알선하고, 토지의 교환과 환매 및 재정지원에 노력한다. 넷째, 불부합지 정리사업과 도시개발사업의 확정측량 성과를 지적재조사사업 성과로 인정해 주는 “성과의 인정제도” 도입이 필요한 것으로 분석되었다.

영문 초록

  The purpose of this study is to contribute to establishment of the Special Law for Cadastral Resurvey in Korea by analyzing and referring to cadastral investigation in Okinawa, Japan.
  To accomplish the aim of this study as above efficiently, the study was focused on from the year of 1898 to 1977, limited to Okinawa Japan and cadastral investigation in terms of space and substance respectively.
  As the result of this research, the bottom line is as follows.
  - The appropriate period of effectiveness should be five years and the project area should be divined in detail and opened to the public.
  - Location and boundary survey should be executed based on majority agreement of each local community and decisions by the representatives.
  - Government should try to execute projects of urban parcel reallotment, land improvement, land transaction and financial matters related to them.
  - "Result Confirmation System" should be introduced, which make it considered the result of cadastral record inconsistent area arrangement project and land readjustment survey as the result of cadastral resurvey project.
