무인도서 정밀 위치조사 방안에 관한 연구

국문 초록

  본 연구는 그동안 기술적, 경제적 측면에서 수행하기 어려웠던 무인도서 위치조사와 관련된 연구로써 도서개발 및 해상경계 획정분야에서 필요성이 높아지고 있는 무인도서 관련 기초자료의 정비뿐만 아니라 기술적 측면에서 무인도서 위치결정의 기준 및 조사측량의 추진방향을 정립하는 것을 목적으로 한다.
  2,679개 무인도서(행정자치부 통계연보(2001))의 정밀위치측량을 위해 국가기준점 및 영해기점 등을 활용하여 GPS측량을 위한 1급 기준점 47점, 2급 기준점 249점을 설치하고, 각 무인도서에 평균 2개의 3ㆍ4급 기준점을 배치하여 해양기준점 망을 구축한다면 향후 항공촬영이나 위성영상의 지상기준점으로 활용할 수 있으며, 대축척 해양측지의 세계측지계 전환을 위한 해양변환계수 산출 등에 활용할 수 있을 것이다.
  아울러 무인도서 정밀위치조사 관련 사업이 수행되기 위해서는 건설교통부 국토지리정보원, 행정자치부, 해양수산부, 환경부 등의 타 부처 정보공유 및 무인도서 관련 부처간 협의체 구성, 유지관리 차원에서 자료의 공동활용 및 국민의 관심과 이해 제고를 위한 교육ㆍ홍보방안 등의 연구가 이루어져야 할 것이다.

영문 초록

  Although the uninhabitable islands are part of national property, those are not systematically managed and controlled in Korea. In this study, the positioning standards for uninhabitable islands are suggested with proper surveying methods.
  To establish the standards, the current status on managing the uninhabitable islands in foreign countries is investigated and analyzed. It was found that it is necessary to establish the ocean geodetic network based on a sound and systematic plan. In Korea, the ocean geodetic network can be established by combining the National control point and territorial sea control points. We suggested that one or two point of third or fourth control points are required to be established in total of 2,679 islands with connection to the 47and 249 first and second-order control points. It is expected that this network will provide ground control points for aerial and satellite images for large scale ocean mapping. In addition, close cooperation among the related departments such as Ministry of Construction & Transportation, National Geographic Information Institute, Ministry of Government Administration and Home Affairs, Ministry of Maritime Affairs and Fisheries, and Ministry of Environment is necessary for successful management on uninhabitable islands.
