미국 의뢰전 중재 지원체계의 효과와 논쟁점에 관한 일 고찰

국문 초록

최근 들어 우리나라에서도 효율적인 통합교육을 위해서는 특수교육과 일반교육간의 이분법적 고정관념을 벗어나 이 두 교육 분야가 어떻게 함께 협력적 관계를 융화 발전시켜 나갈 것인가에 대한 관심이 집중되고 있다. 본 연구의 목적은 그러한 협력적 관계에 기반을 두고 미국에서 이미 널리 실시되어 온 의뢰전 중재 유형들의 효과에 관한 선행연구들은 어떠한 결과를 보고하고 있으며, 의뢰전 중재 지원체계가 성공적으로 실시되기 위한 방안들은 무엇이라고 논하고 있는지에 관하여 종합적으로 검토하는 데 있다. 검토 결과, 의뢰전 중재 지원체계가 긍정적인 효과를 나타내기는 하나, 모든 의뢰전 중재가 성공적인 결과만을 보여주는 것은 아니고, 일반교사와 특수교사의 변화된 역할과 기대에 부응하지 못하고 있는 지원 현실과 실제에 대한 문제점들을 지적하고 있었으며, 의뢰전 중재의 효율적인 수행을 위해서는 현재 갖고 있는 주요 문제점들을 파악하고 개선할 필요가 강조되고 있음을 알 수 있었다. 이러한 문제점 및 개선점에 관한 검토 결과들은 우리나라 실정에 맞는 의뢰전 중재 지원체계를 개발하는 데 있어서 우리에게 시사하는 바가 크다고 본다.

영문 초록

Recently, there have been increasing interests and needs for the collaborative relationship between general education and special education for efficient inclusion in Korea. The purpose of this study was to review comprehensively the effects and issues of various prereferral intervention support system models implemented in America. For this purpose, this study reviewed research results of many experimental studies, surveys, and the other related literature that have examined positive effects and problems of various prereferral intervention models developed in the United States and that have discussed the influential factors for successful prerreferal intervention. The review results are summarized as follows: First, even though many prereferral interventions were implemented successfully, not all the research reported positive results. Second, several issues were indicated regarding prereferral intervention practice, including the new roles of general education teachers and special education teachers that have not been supported systematically, a lack of membership, limited time for planning and execution, increased burden for teaching, and other problems as well. Third, some influential factors were suggested to improve prereferral intervention systems successfully such as co-ownership for the purpose of intervention, guarantee of equality between co-workers, training and support for teachers and consultants, and other requisites. In conclusion, from this review we could obtain the guideline for developing the prereferral intervention system that is compatible with the situation in Korea, if we seek to figure out solutions through a thorough understanding of the problems discussed in the U.S.
