국문 초록

장애학생의 통합교육과 특수교육의 질을 향상시키려는 목적으로 장애학생 부모의 요구로 교육인적자원부에서 추진하였던 특수교육보조원제도가 2004년 3월부터 국고보조에 의해 전국적으로 실시되었다. 본 연구에서는 특수교육보조원제도를 효율적으로 활용 및 관리하는 방안을 모색해 보고자, 특수교육보조원제도의 운영실태 및 문제점들을 분석하였으며, 도출된 결과 및 국내외 문헌들을 종합하여 7가지의 구체적인 방안들을 제시하였다: 첫째, 특수교육보조원 역할의 법제화 및 다양성 인식; 둘째, 특수교사의 역량강화 및 특수교육보조원 관리에 대한 훈련제공; 셋째, 관련인사들과의 역할 분담 및 연수실시; 넷째, 협력적인 분위기 조성; 다섯째, 특수교육보조원 활용 및 관리방안에 대한 자료보급; 여섯째, 특수교육보조원에 대한 연수 및 훈련강화; 일곱째, 특수교육보조원제도에 대한 인식 및 홍보확대. 이외, 특수교육보조원제도의 조기 정착을 위해 다양한 후속연구의 필요성을 제언하였다.

영문 초록

Officially subsidized paraprofessional system for students with disabilities has been implemented nationwide since March, 2004 for the purpose of improving the quality of general special education environment, especially providing a tailored support for students with disabilities in inclusive settings. According to the reports by foreign countries that previously opted for the system, it is of importance to consider not only expected positive effects but various adverse effects that the system might produce. Inappropriate management of paraprofessionals in general was picked the most as a cause of those negatives effects, exampled in more detail by a lack of awareness of how to utilize the system by teachers who are responsible for supervising the manpower from an initial stage. Therefore, this study was intented to highlight the problems derived in the process of enforcing the paraprofessional system so far and to suggest possible causes of them by analysing interviews with teachers. Based on the findings, six ways to effectively manage the system were suggested.
