대학장애학생 교육지원 실태 및 개선방안

국문 초록

이 연구는 1995년부터 장애인 특별전형입학제를 실시하는 대학을 포함 4년제 전체 대학을 대상으로 장애학생의 교육 및 생활지원 실태를 종합적으로 조사ㆍ분석하여 그에 대한 개선방안을 제시함으로써 국가의 향후 장애학생 학습권 보장을 위한 정책수립의 기초자료를 제공하는데 목적이 있다. 이를 위해 대학장애학생 교육복지지원 실태조사지를 배포하여 전국 4년제 대학 186개교를 대상으로 조사ㆍ분석하였다. 그 결과 첫째, 국공립대학이 사립대학에 비해 특별전형제 실시가 저조하였으며, 이 제도 운영에 있어서도 국공립대학이 사립대학에 비해 더 소극적인 것으로 나타났다. 둘째, 특별전형제를 실시하는 사립대학이 국공립대학이나 특별전형제를 실시하지 않는 대학에 비해 장애학생 학습권 보장제도 운영에서 있어서 보다 적극적인 관심을 가지고 운영하는 것으로 나타났다. 셋째, 장애학생 학습권 보장을 위해 교수-학습 및 평가에 대한 지원체계가 매우 미약하다. 넷째, 특별전형제를 통해 입학한 장애학생들 중에는 특정의 교수-학습기자재를 필요로 하는 중증학생이 상당수 있다. 다섯째, 대부분의 대학들이 교수-학습지원 방법과 보충학습지원이나 학사지도를 위한 제도 등이 미흡한 것으로 나타났다. 여섯째, 대부분의 대학들은 장애학생 지원전담직원을 배치하여 생활지도나 진로지도를 실시하지 않고 있는 것으로 나타났다. 그리고 대학 장애학생 교육지원에 대한 개선방안을 국가차원과 대학차원으로 나누어 제시하였다.

영문 초록

The purposes of this study are to examine the status of all universities' educational services for students with disabilities and to suggest a base data for policy-making to be guarantee of right of learning for students with disabilities For the purposes of this study, we collected data of educational services from 186 universities including 49(national and public universities: 7, private universities: 42) which implement admission exceptions for students with disabilities. The results are as follows: 1. The national&public universities implementing admission exceptions for students with disabilities are fewer than private universities implementing it, and on the application of the system they are more negative than private universities 2. The private universities implementing admission exceptions for students with disabilities are more positive in applying the guarantee systems of right of learning for students with disabilities than national&public universities implementing it and other universities nonimplementing it 3. Most of the universities show less interesting in teaching-learning process and evaluation to guarantee systems of right of learning for students with disabilities. 4. There are a number of severe students with disabilities by admission exceptions who are in need of various study aides. 5. Most of the universities do not build up systems of teaching-learning support supplementary learning and educational affairs. 6. Of course nonimplementing admission exceptions, most of the universities implementing it does not support proper guidance of university life and career/ vocation by the full charge staff for students with disabilities.
