고교학점제 정책에 대한 고등학교 교사의 대응 양상 탐색

국문 초록

이 연구는 고교학점제에 대한 고등학교 교사의 대응 양상을 탐색하기 위해 학교설립 유형에 따른 3개 그룹, 총 9명의 교사를 대상으로 초점집단 면접을 실시하였다. 면담 결과, 대응 양상은 교사들의 ‘소극적 수용’, ‘어떻게든 맞춰내기’, ‘적극적 수용’으로 구분되며, 배경 또는 원인에 해당하는 영역은 ‘정책에 대한 우려’, ‘정책 간 모순과 충돌’, ‘실행의 동인’으로 구성된다. 각 주제들은 하위 주제들로 다시 세분된다. 분석 결과를 바탕으로 학교 현장에서 보이는 정책 대응의 복합성, 교육적 의지에 기반 한 맞춰내기, 그리고 대응 양상의 원인 분석을 통한 정책 정합성 제고 등의 시사점을 도출하였다.

영문 초록

The objective of this study was to examine the responses of high school teachers to the high school credit system. To this end, focus group interviews were conducted with nine teachers, divided into three groups: one comprising teachers from general high schools (public and private), and two comprising teachers from Meister high schools. The interviews revealed that teachers' responses could be classified into three categories: passive acceptance, making do, and active acceptance. The background or causal domain could be further subdivided into three subcategories: concerns about policies, contradictions and conflicts between policies, and drivers of implementation. Each theme is further subdivided into sub-themes, with the exception of passive and active acceptance (in the Idealised Responses category) and policy contradictions and conflicts (in the Background and Causes category). Based on the results of the analysis, the following implications were drawn: the complexity of policy responses at school sites, alignment based on educational will, and enhancing policy coherence by analysing the causes of responses.
