국문 초록

본 연구는 2023년 12월 출범한 국가스포츠정책위원회와 제1차 스포츠진흥기본계획을 대상으로 스포츠정책에 대한 담론분석을 실시하였으며, 법제도적 방향성을 제시하는데 그 목적이 있다. 또한 스포츠정책의 근본적 가치를 정의하고, 이를 실현하기 위한 법 제도의 발전적 제언을 하는데 연구의 의의가 있다. 이러한 목적을 달성하기 위해 구체적으로 첫째, 정책 담론분석의 의의와 필요성을 설명하였다. 둘째, 제1차 스포츠진흥기본계획 수립배경에 따른 담론 분석을 실시하였다. 셋째, 기본계획 구성내용에 따른 담론 분석을 실시하였다. 넷째, 이상의 세 가지 구성 단계에서 도출된 내용을 토대로 발전적 제언을 제시하였다. 국가스포츠정책위원회의 발전방향과 운영을 현실화하기 위한 발전 방향은 다음과 같다. 첫째, 국가스포츠정책위원회 출범과 운영에 대한 운영방향을 제시할 수 있다. 둘째, 국가스포츠정책위원회 운영 근거로서 ‘스포츠기본법’의 실현과 관련 정책의 함의를 명확히 해야 할 것이다. 셋째, 운영비전 및 목표에 따른 담론과 개선 방향 탐색을 통한 세부 정책 수립이 요구된다. 넷째, 국성된 국정과제 및 스포츠진흥기본계획의 목표를 실현하기 위해 5대 전략의 추진에 박차를 가하여야 함을 제안한다.

영문 초록

This study conducted a discourse analysis on sports policy targeting the National Sports Policy Committee which was launched in December 2023 and the 1st Sports Promotion Basic Plan, and the purpose is to present legal and institutional directions. In addition, the significance of the study is to define the fundamental values of sports policy and to suggest directions for reorganizing the legal system to realize them. To achieve this research purpose: First, the significance and necessity of policy discourse analysis were explained. Second, discourse analysis was conducted according to the background of the establishment of the 1st sports promotion basic plan. Third, discourse analysis was conducted according to the contents of the basic plan. Fourth, developmental suggestions were presented based on the contents derived from the above three compositional steps. The development direction to realize the development direction and operation of the National Sports Policy Committee is as follows. First, it is possible to suggest the operation direction for the launch and operation of the National Sports Policy Committee. Second, as a basis for operating the National Sports Policy Committee, it is necessary to clarify the implementation of the ‘Basic Sports Act’ and the implications of related policies. Third, it is required to establish detailed policies through discourse according to operation vision and goals, and search for improvement directions. Fourth, it is suggested that the promotion of the five strategies should be accelerated in order to realize the goals of the composed national tasks and the sports promotion basic plan.
