기후위기 대응을 위한 아동⋅청소년의 참여방안 연구

국문 초록

이 연구에서는 기후위기와 아동 권리의 현재를 살펴보고 기후위기 대응 교육 현황 진단을 통한 교육의 방향성과 기후위기 대응을 위한 참여방안 모색을 위해 아동, 청소년, 교강사, 기획가 그룹의 Focus Group Interview 를 실시하고 분석하였다. 이를 바탕으로 델파이 연구를 통해 아동⋅청소년의 참여방안을 도출하였으며 결과는 다음과 같다. 첫째, 관련 법령 제정과 아동⋅청소년이 주체적으로 참여할 수 있는 안전한 ‘기후 행동 공간’이 필요하며 지역의 환경교육센터와 연계한 기후위기 대응 교육 교사 연수를 단계별로 실시하고 전문인력을 교내에 배치하는 등 기후위기 대응 활동을 위한 아동ㆍ청소년의 학습권 보장에 대한 학교의 지원이 이루어지는 교육환경의 변화가 필요하다. 둘째, 아동ㆍ청소년 권리를 반영한 기후위기 대응 교육을 위해 다양한 사회제도가 지원되어야 한다. 담당하는 강사 인력 확보와 아동ㆍ청소년의 참여를 지원하는 활동과 이력을 관리하는 시스템을 정비하거나 사회환경 교육 기관에서 기후위기 대응 교육 기능을 강화할 수 있는 예산과 지원의 확대가 필요하다. 셋째, 정부의 기후위기 대응 정책 결정 과정에 기후위기 이해 당사자인 아동ㆍ청소년의 참여를 보장하고 이를 지원하는 전담 부서 운영이 필요하다. 아동ㆍ청소년의 권리적 관점에서 기후위기 대응 센터를 확대하고 신설하여 전문적인 업무를 수행할 수 있도록 예산과 운영을 지원해야 한다. 넷째, 학교와 지역 공동체 중심으로 기후위기 대응 교육 활성화를 위한 협의체를 신설하고 기후위기 문제를 이해하고 아동ㆍ청소년의 권리와 참여를 보장하는 정책 제안과 다양한 수준의 프로젝트를 수행할 수 있다.

영문 초록

In this study, focus-group interviews were conducted with groups of children, adolescents, instructors, and planners to assess the current climate crisis and children’s rights. In addition, we examined the current status of climate crisis response education to determine the future direction of education and ways in which children can participate in responding to the climate crisis. Accordingly, a Delphi study was conducted to derive participation plans for children and adolescents, and the following results were obtained. (1) A safe “climate action space” is required in which relevant laws and regulations can be enacted and children and youth can participate independently. In addition, teachers should be trained step-by-step for providing climate crisis response education in connection with local environmental education centers, and professional personnel must be placed in schools. Therefore, it is necessary to change the educational environment to ensure that schools provide support for guaranteeing children’s and adolescents’ right to learn about climate crisis response activities. (2) Various social systems should be supported for climate crisis response education that reflects the rights of children and youth. Instructors in charge must be secured, the system for managing activities and maintaining records of children and youth participation must be improved, and the budget and support to strengthen climate crisis response education must be expanded at social and environmental education institutions. (3) Furthermore, the participation of children and youth, who are stakeholders in the climate crisis, must be ensured in the government’s decision-making process regarding response to the climate crisis. From the perspective of the rights of children and youth, local climate crisis response centers must be expanded to support the performance of professional tasks. (4) A consultative group centered on schools and local communities must be established to promote climate crisis response education, understand the climate crisis, issue policy proposals, and conduct projects at various levels that guarantee the rights and participation of children and youth.
