방과후학교의 제도화와 학생 참여율

국문 초록

본 연구는 그간의 방과후학교 정책의 변화를 살펴보고, 제도화의 과정에서 교육부가 강력한 구심점 역할을 했던 시기와 그렇지 않았던 시기를 비교하여 학생 참여율에 대한 시사점을 도출하고자 하였다. 이를 위해 교육부에서 방과후학교 정책의 강력한 구심점을 발휘하였던 시기와 교육부에서 방과후학교 정책사업을 시도교육청으로 이양하여 구심점이 다원화된 시기를 기준으로 하여 제도화의 과정에서 나타난 특징점을 분석하였다. 연구 결과 방과후학교는 Tolbert와 Zucker(1996)가 주장한 제도화의 3단계 과정에서 나타나는 특징이 발견되었으며, 제도화의 정도가 강해질수록 방과후학교의 참여율이 높아지는 현상이 발견되었다. 하지만 2014년에 제정된 공교육정상화법에 대한 대응이나 코로나19에 대한 제도적 위기를 효과적으로 극복하지 못하면서 참여율이 낮아지고 있었다. 이러한 연구결과를 토대로 제도적 위기에 대응하는 공동협의체 강화, 시대변화에 따른 방과후학교의 기능과 역할 재정립, 방과후학교의 질 관리 체제 마련 등이 필요함을 시사점으로 제시하였다.

영문 초록

This study looked at changes in after-school school policies and tried to draw implications for student participation rate by comparing the period when the Ministry of Education played a strong pivotal role in the institutionalization process with the period when it did not. To this end, we analyzed the characteristic points in the process of institutionalization based on the period when the Ministry of Education exerted a strong central point of the after-school policy and the period when the Ministry of Education transferred the after-school policy project to the provincial and provincial offices of education and the central point was diversified. As a result of the study, it was found that after-school schools were characterized by the three-stage process of institutionalization as suggested by Tolbert and Zucker (1996). However, the participation rate was declining due to the failure to effectively overcome the institutional crisis of COVID-19 or the response to the Public Education Normalization Act enacted in 2014. Based on these research results, it is suggested that it is necessary to strengthen the joint council to respond to institutional crises, re-establish the functions and roles of after-school schools according to the changes of the times, and prepare a quality management system for after-school schools.
