국문 초록

중국에서 어업은 역사적으로 매우 유서 깊은 산업이라고 할 수 있다. 이른 시기부터 독립적인 발전을 시작했으며, 다른 산업과 복합적으로 발전을 해왔다. 중국에서 어업은 역대 왕조가 교체되는 것에 따라 어업정책 역시 발전과 쇠퇴를 반복했다. 어떤 시기에는 발전하기도 했고, 어떤 시기에는 쇠퇴하기도 했던 것이다. 중국의 역대 어업에 발전과 쇠퇴가 있었지만, 기본적인 특색은 바로 어업이 없어지지는 않았다고 하는 것이다. 다만 시대적 상황에 따른 발전과 쇠퇴만 있었을 뿐이다. 그래서 지금까지 자체발전에 가장 유리한 길을 따라 계속 이어져 왔던 것이다. 이와 같이 중국에서 어업이 산업의 한 분야로서 각광을 받으며 지속적으로 운영될 수 있었던 관리방법은 매우 장구한 역사를 가지고 있다. 역사적으로 축적된 노하우 역시 계속해서 계승된 특색을 가지고 있다. 이러한 특색은 중국의 어업관리 문화의 변화 발전 가운데 매우 중요한 위치를 점유하고 있다. 중국은 역사가 매우 긴 국가이기 때문에 어업경영 특색의 축적은 선천적인 요인의 제한을 극복했을 뿐만 아니라 반드시 인위적으로 불리한 요인 속에서 견고하게 유지되어 왔으며 그 생존의 길을 도모해왔다고 할 수 있다. 그래서 고대 중국의 어업관리의 특색을 충분히 잘 나타내는 동시에 우수한 점과 그렇지 못한 점을 다 같이 드러내려는데 어떤 분야는 역사적인 요인으로 한계에 봉착할 수도 있을 것이라고 생각한다.

영문 초록

In China, fishery is a very historical industry. It started independent development from an early age, and has developed complexly with other industries. In China, as the successive dynasties were replaced, the fishery policy also developed and declined repeatedly. At times it developed and at other times it declined. Although there have been developments and declines in fishery history in China, the basic characteristic is that fishery has not disappeared. However, there was only development and decline according to the circumstances of the times. So, it has continued along the most favorable path for self-development so far. As such, the management method that allowed the fishery to be continuously operated while receiving the spotlight as a sector of industry in China has a very long history. The historically accumulated know-how also has a characteristic that has been continuously inherited. This characteristic occupies a very important position in the change and development of China s fishery management culture.
