국문 초록

본 연구는 장애인체육 정책의 실태를 조사하고, 생활체육, 엘리트체육 그리고 행정서비스의 개선방향에 대하여 영역별 해결과제를 제시하고 개선방향을 논의하는데 그 목적을 두었다. 생활체육 관련 실태 조사와 문제제기에 있어서는, 대한장애인체육회가 매년 실시하는 장애인체육 생활체육 참여 실태의 통계자료를 지표로 삼아, 국내의 장애인 생활체육참여의 실태와 인식을 조사하였다. 엘리트 체육의 경우, 법제화 차원의 약점의 찾아내고, 지속적인 자금 및 복지지원이 가능한 방향을 제시 하고자 하였으며, 행정서비스전달체계에 대한 문제제기는 한국지방행정 연구원이 제시한 적절성, 통합성 및 연속성, 접근성, 효율성의 원칙을 적용하였다. 양적 문헌연구를 통한 생활체육 실태는, 시설적인 면의 개선을 촉구하면서, 전문인 양성을 통한 교육의 질적 개선이라는 궁극적인 요구사상을 전달하고 있다. 엘리트 체육 발전의 근본적인 조건은 실업팀의 창단과 유지를 통한 선수생활의 안정화다. 이를 법적으로 명료화 하는 노력이 필요하다. 마지막으로 장애인 체육 행정서비스의 효율적 전달은 앞에서 제시된 생활체육 개선방안과 엘리트 체육 개선방안 모두의 필요조건이 된다. 지역의 자율성을 최대한 보장한 상황에서, 장애인의 특성과 상황을 배려하는 서비스전달 구조를 구성해야 한다. 이는 그 내용을 불문하고, 장애인 체육의 전반적인 발전에 기저에 위치하는 강점으로 작용할 것이다.

영문 초록

This analysis is conducted to explore the current status for sports administration system for of the disabled in Korea and to seek the solution with 2 problems : elite sport, athletics in public. In order to achieve this purpose, researcher investigated the literature on this subject. As a result of this study, the solution for the problem about athletics in public is considered within the improvement of institution, professional instructors. And the problem about elite sport is happened within the absence of concrete law. The establishment of branch in ward and county is need to be progressed by current situation of local government and it need to be considered to place allied branch in each local government. Second, to affiliate sport organizations into branches of local government is not desirable and establishment of all sorts of committee is needed to secure transparency and democracy in administration of branches and participation of experts. Third, standardization of administration system and manual in local branches is positively necessary as a matter of collaboration affair with Korean Sports Association for the Disabled and provincial sport associations as well as a way of smooth conducting business. Fourth, it is pertinent to make use of local council of sport for all for sport organizations and standardize the classification system in provincial sport association for the disabled.
