학교예술교육 활성화 계획에서 음악교육 정책의 변화

국문 초록

본 연구의 목적은 2011년부터 2020년까지 교육부가 발행한 문서인 ‘학교예술교육 활성화 계획’에서 음악과의 정책 변화과정을 살펴보고 이에 대한 문제점 및 개선점을 모색하는 데에 있다. 연구 결과, 2015년까지는 주로 지원 학교의 수와 금액을 늘리는 양적 성장에 중점을 맞추다가 2016년 이후 음악 프로그램과 학생 만족, 그리고 교사교육과 같은 질적 성장을 도모하였다. 정책 초기의 배경은 사회적으로 요구되는 인성의 함양에서 학생의 예술적 가치인식을 중점으로 이동하였다. 오케스트라 중심에서 연극, 뮤지컬, 예술동아리, 예술중점학교로 확대되었다. 정책 중기에는 누적된 음악예술인프라를 사용하여 음악적 발달을 기록하고 사업 컨설팅을 할 수 있는 체계를 갖추었다. 교육부의 정책을 살펴본 바, 신규 학교와 자생적 학교에 대한 지원 혼재, 수요자 중심적 음악교육, 악기 편향적 지원의 문제점이 나타났다. 이에 대한 보완 사항으로 장기적인 계획과 예산 편성, 다양한 음악 영역에 대한 지원, 음악 프로그램에 대한 교육부와 교사집단 상호 간 노력이 필요함을 확인하였다.

영문 초록

The purpose of this study was to examine the process of policy changing in the Department of Music in the School Arts Education Promotion Plan, a document issued by th Ministry of Education from 2011 to 2020, and to find problems and improvements. As a Result, until 2015, the focus was mainly on quantitative growth by increasing th number and amount of schools supported, but after 2016, qualitative growth such as music programs, student satisfaction, and teacher education was pursued. Background of the initial policy began with the cultivation of personality for social requirement, then shifted to the student’s artistic value recognition. It expanded from the center of the orchestra to the musical, theater, art club, and art school. On the mid-term, the accumulated music and arts infrastructure was used to record musical development and established a system for business consulting. After the policy review, problems of mixed support for new and self-sustaining schools, consumer-focused music education, and musical instrument-biased support appeared. In order to improve these, it was confirmed that long-term planning and budgeting, support for various music areas, and mutual efforts of the Ministry of Education and the teacher group for music programs were necessary.
