악성민원이 보건소 공무원의 자살생각에 미치는 영향: 직무소진의 매개효과를 중심으로

국문 초록

본 연구는 코로나19 기간 동안 다른 공무원에 비해 악성민원에 시달렸던 보건소 공무원을 대상으로 악성민원이 보건소 공무원의 자살생각에 미치는 영향과 악성민원과 자살생각 사이에 직무소진의 매개효과를 분석하여 악성민원으로부터 공무원을 보호하고 자살을 막기 위한 정책적 함의를 제시하는 것이 연구의 목적이다. 이를 위해 본 연구에서는 2023년에 서울시 보건소 공무원을 대상으로 직접 설문을 실시하였고, 응답자 462명 응답을 분석에 사용하였다. 가설검증을 위해 SPSS process macro 4.2(model 4)를 이용하여 회귀분석을 실시하여 악성민원과 자살생각과의 관계, 악성민원과 자살생각과의 관계에서 매개 효과를 검증하였다. 분석 결과, 보건소 공무원의 자살생각에 악성민원이 통계적으로 유의미한 영향을 미치는 것으로 나타났고, 악성민원과 자살생각 관계에 직무소진이 매개 역할을 하는 것으로 나타났다. 연구 결과에 따라 현장에 적용 가능한 실효성 있는 악성민원 감소 및 공무원 보호 방안의 필요성과 정부 정책에 대한 평가 및 점검 시스템 개발, 공무원 조직문화 개선을 제시하였다.

영문 초록

The purpose of this study is to provide policy implications for protecting public officials from malicious complaints and preventing suicides by analyzing the impact of malicious complaints on the suicidal ideation of public officials in the public health center—who suffered more from such complaints compared to other public officials during the COVID-19 pandemic—and by examining the mediating effect of job burnout between malicious complaints and suicidal ideation. To achieve this, a survey was conducted in 2023 with 462 public officials in public health centers in Seoul. For hypothesis testing, regression analysis was carried out using SPSS Process Macro 4.2 (Model 4) to examine the relationship between malicious complaints and suicidal ideation, as well as the mediating effect of job burnout in this relationship. The analysis showed that malicious complaints had a statistically significant impact on the suicidal ideation of public officials, and job burnout was found to mediate the relationship between malicious complaints and suicidal ideation. Based on these findings, the study emphasizes the need for effective measures to reduce malicious complaints, protect public officials, and develop evaluation and monitoring systems for government policies. It also suggests improvements in the organizational culture of public agencies.
