사회정책과정 단계별 관련 괘의 사회정책적 해석과 정책적 과제

국문 초록

본 연구의 목적은 사회정책과정 단계별 관련 괘를 기존의 연구틀을 수정·보완하여 모색된 연구틀을 가지고 그 괘들의 사회정책적 상황을 중심으로 사회정책적 해석을 시도하고 그리고 그것의 정책적 과제를 파악하는 데에 두었다. 본 연구를 통해 파악된 사회정책과정 단계별 관련 괘의 정책적 과제는 다음과 같이 정리·요약해 볼 수 있다. 첫째, 사회문제 형성단계의 괘의 정책적 과제는 사회문제에 대한 새로운 접근법 내지 이론적 관 점을 모색하는 것이다. 둘째, 사회정책 의제 형성단계의 괘의 정책적 과제는 다양한 사회 정책 의제 형성요인 중 어떤 요인이 우선적으로 고려·적용되어야 하는 가이다. 셋째, 사회정책 결정단계의 괘의 정책적 과제는 사회정책 목표를 설정할 때 어떤 내용이 핵심 내 용으로 반영되어야 하는 가이다. 넷쩨, 사회정책 집행단계의 괘의 정책적 과제는 사회정책 목표를 달성하기 위해서는 사회정책 이해 당사자 간의 의사소통이 중시되어야 한다는 것이다. 다섯째. 사회정책 평가단계의 괘의 정책적 과제는 다양한 정책평가 유형 중 성과 평가 내지 프로그램 평가가 무엇보다도 중시되어야 한다는 것이다. 이상과 같이 주역의 사회정책과정 단계별 관련 괘의 사회정책적 해석을 통해 정책적 과제가 파악되었다. 그렇다고 한다면 주역은 사회복지 및 사회정책 분야에서 다양하게 활용되어야 하는 인류유산이라고 할 수 있겠다.

영문 초록

The purpose of this study is to interpret the social policy situation of the relevant hexagrams of the stages in social policy process from the standpoint of the social policy by using the framework which is sought through modifying and supplementing the existing framework and to identify its policy tasks. The policy tasks of the revevant hexagrams related to each stages in social policy process identified through this study can be summarized as follows. First, the policy task of hexagram in the social problem forming stage is to seek new approach or theoretical perspective on social problems Second, the policy task of hexagram in the social policy agenda forming stage is about which of the various social policy agenda forming factors should be prioritized and applied. Third, the policy task of the hexagrm in social policy decision-making stage is about what should be reflected as the core content when setting social policy goals. Fourth, the policy task of hexagram in social policy implementing stage is that communication between persons concerned social policy should be emphasized in order to achieve social policy goals. Fifth. The policy task of hexagram in the social policy evaluating stage is that among the various types of policy evaluation, performance evaluation or program evaluation should be given the highest priority. The policy tasks of of relevant hexagrams in the stages in social policy process through interpreting the social policy situation from the standpoint of social policy have been identified. If so, it can be said that The Book of Change is a human heritage that should be used in various ways in the field of social welfare and social policy.
