공적기관에 의한 이주민 차별표현에 관한 연구 - 사회복지 수요 증가의 탐색적 관점에서

국문 초록

본 연구의 목적은 인구감소시대에 들어선 한국에 유입된 이주민이 차별을 받고 있는지, 특히 지방정부 등 공적기관에 의한 이주민 차별표현이 있는지를 확인하고 공적기관에 의한 차별표현이 갖는 의미를 살피는데 있다. 본 연구는 문헌연구를 통해 한국에서의 이주민 차별 실태조사 결과와 이주민 차별 유형을 살피고, 이주민 차별의 원인과 결과를 검토하였다. 이와 함께 서울시 업무를 수행하는 241개 기관 홈페이지에 게시된 홍보물에 차별표현이 포함되었는지를 조사하였다. 홍보물에 사용된 차별표현을 선주민과 이주민에게 제시하고 인터뷰를 통해 차별표현에 대한 인식을 조사하였다. 조사대상 기관별로 1.1개의 이주민 차별표현이 포함된 홍보물이 게시되었음을 확인하였다. 인터뷰 참가자들은 차별표현으로 제시된 내용에 대해 다문화와 비 다문화 등의 구분은 심각한 차별로 인식하고 있었다. 한편 차별표현으로 인식하지 못한 채 차별표현에 노출된 경우가 상당수 있음을 확인하고 이러한 차별표현을 상징적 폭력의 관점에서 분석하였다. 공적기관에 의한 이주민에 대한 차별표현이 지속될 경우 이주민의 역량 감소, 수입 감소, 건강 악화 등으로 이주민을 통한 동반성장과 사회통합은 어려워지는 반면, 이주민의 사회복지 수요가 증가할 가능성은 높아지며 범죄 연루 등 사회 위해 가능성이 높아져 사회안전을 해칠 수 있음을 주장하였다. 이러한 위험 감소와 당초 이주민 유입의 목적 달성에 필요한 공적기관에 의한 차별표현 감소방안을 제시하였다.

영문 초록

The primary purpose of this study is to determine whether migrants entering Korea in the era of population decline are discriminated against by indigenous people, and among them, whether there is discrimination against migrants by public institutions such as local governments. In addition, it is to examine the meaning of discriminatory expressions by public institutions. To this end, this study examined the results of a survey on the actual condition of migrant discrimination and the types of migrant discrimination in Korea through literature research, and examined the causes and effects of migrant discrimination. Meanwhile, discriminatory expressions were investigated in promotional materials on the websites of 241 institutions performing the work of the Seoul Metropolitan Government, and in-depth interviews with indigenous residents and migrants were conducted. It was confirmed that 1.1 promotional materials containing discriminatory expressions against migrants were posted for each investigated institution. The distinction between multicultural and non-multiculturalism was recognized as serious discrimination in the content presented as a discriminatory expression, and it was confirmed that there were many cases of exposure to discriminatory expressions without recognizing them as discriminatory expressions. These expressions of discrimination were analyzed from the perspective of symbolic violence. If public institutions continue to discriminate against immigrants, it will be difficult to achieve shared growth and social integration through immigrants due to decreased capabilities, decreased income, and worsening health of immigrants. Rather, it will increase the possibility of increased demand for social welfare from immigrants, and it will increase the possibility of social harm such as involvement in crime, which can harm social safety. It was suggested that measures to reduce discrimination by public institutions, which are necessary to reduce this risk and achieve the original purpose of inflowing immigrants, be presented.
