문화권력으로서의 독도

국문 초록

본고는 2000년 이후로 시기를 한정하여 독도연구의 동향을 통계적으로 살펴봄으로써 영남대학교 독도연구소와 동북아역사재단이 양대 축을 형성하여 한국 학계의 독도연구를 선도해왔음을 분명히 했다. 이어서 신문 사설을 독해함으로써 언론계는 독도문제를 통해 우경화하는 일본을 표상하고 동시에 이를 다양한 한일 과거사와 연동시키고 있음을 드러냈으며, 또한 언론계가 독도문제를 다루는 기본적인 인식 틀은 독도는 협상의 대상도 아닐뿐더러 분쟁의 지역도 될 수 없다는 것임을 확인했다. 마지막으로 초·중등학교의 독도교육을 둘러싼 교육정책을 살펴봄으로써 교육현장에는 강력한 정치적 자장이 작용하고 있음을 지적했고, 독도교육이 정부와 지방자치단체의 예산을 통해 점차 세분화·체계화·디지털화·문화콘텐츠 산업화되고 있으며, 그러한 움직임에 영남대학교 독도연구소와 동북아역사재단이 직·간접적으로 관여하고 있음을 볼 수 있었다. 더불어 본고는 이 같은 고찰을 통해 독도라는 기표는 대한민국 사회의 앎·지식, 매체·문화, 일상·생활 등 구석구석의 영역에서 의미작용을 일으키며 ‘독도는 역사적, 지리적, 국제법적으로 우리 영토’라는 담론과 인식을 신체화·구조화하는 문화권력으로 작동하고 있다는 해석을 가능성을 제시한다.

영문 초록

Since 2000, this paper has statistically examined the trend of Dokdo research with a limited period of time, and it has been made clear that Dokdo Research Institute of Yeoungnam University and Northeast Asian History Foundation have formed two pillars to lead the Korean academic research on Dokdo. Next, by reading newspaper editorials, this paper cleared that the media have represented Japan leaning to the right through the Dokdo issue and at the same time linked it to various Korean and Japanese past history. It also confirmed that the basic perception framework for the media to deal with the Dokdo issue is that Dokdo is neither subject to negotiation nor a disputed area. Finally, by reviewing the educational policies surrounding Dokdo education in elementary and secondary schools, it was pointed out that a strong political magnetic field was working in the educational field. Additionally, it was discovered that Dokdo education is gradually becoming more industrialized, systematized, digitized, and cultural content through the government and local governments' budgets, and Dokdo Research Institute of Yeoungnam University and Northeast Asian History Foundation are directly and indirectly involved in the move. In addition, this paper suggests the possibility that the signifier of “Dokdo” acts meaningfully in every corner of Korean society, including knowing, knowledge, media, culture, daily Life, and acts as Cultural Power that embodies and structures the discourse and perception that “Dokdo is our territory historically, geographically, and internationally.”
