한·일 독도 교육과 평화 인식

국문 초록

2008년 일본 중학교 학습지도요령 해설에 처음 독도 영유권이 명기되기 시작하면서 한국과 일본은 독도 교육을 경쟁적으로 강화하고 있다. 한국은 일본으로부터 독도를 수호하고자 하는 방어적 입장이며 일본은 한국으로부터 되찾아야 한다는 공격적인 입장에서 독도 교육을 강화하면서 양국은 교육을 통해 무의식적으로 상대국을 매우 적대적으로 인식하게 하고 있다. 양국 모두 표면적으로는 이 문제를 평화적으로 해결해야 한다는 기본적인 입장을 취하고 있지만 독도 교육에서는 독도를 평화적으로 인식시키는데 역부족이다. 오히려 독도를 통해 양국의 갈등과 견제가 심화될 뿐이다. 따라서 본 연구는 한국과 일본의 평화적 관계 개선에 이바지할 수 있는 독도 교육의 방향을 모색하는데 목적을 두고 있다. 먼저 양국의 공교육에 있어 가장 기초가 되는 초등교육 과정과 소학교 학습지도요령에서 추구하는 평화가 무엇인지 분석한 후 그 결과를 토대로 양국이 평화에 이바지할 수 있는 독도 교육의 올바른 방향을 제시하고자 하였다. 그 결과 한국과 일본은 교육을 통해 세계 평화와 인류 공영에 이바지할 수 있는 인재를 육성한다는 공동의 목표를 수립하고 있었지만 독도 교육은 평화를 달성하는데 적합하지 않았다. 그 이유는 한국과 일본의 상이한 평화 인식에 있었다. 한국은 전통적으로 계승되어 오던 적극적 평화 인식이 아닌 일본을 적대시하는 소극적 평화 인식이 독도 교육에 반영되어 있었으며 일본은 여전히 군국주의 시절의 자국중심의 소극적 평화 인식을 그대로 적용하고 있었다. 평화를 공동의 목표로 삼고 있었지만 결국 양국은 서로 다른 의미의 평화 인식을 적용한 셈이다. 따라서 한국과 일본은 현재 독도 교육에서 보여주고 있는 소극적 평화 인식에서 적극적 평화로 평화 인식을 재정립해야 한다. 양국이 역내 평화와 협력이라는 공동의 목표 달성을 위해 재정립된 평화 인식을 공유할 수 있도록 다각도로 노력해야 한다. 그리고 새롭게 재정립된 평화 인식이 적용된 독도 교육이 양국의 평화적 관계 형성에 이바지할 수 있는 밑거름이 되어야 한다.

영문 초록

In 2008, Dokdo sovereignty began to be clearly stated for the first time in explanations of Japanese middle school study guides, and Korea and Japan are competing to strengthen Dokdo education. Korea is in a defensive position trying to protect Dokdo from Japan, while Japan is strengthening Dokdo education with an aggressive stance of reclaiming it from Korea. Through education, both countries unconsciously perceive the other country as very hostile. On the surface, both countries take the basic position that this issue must be resolved peacefully, but Dokdo education is insufficient to make Dokdo recognized as peaceful. Rather, the conflict and checks between the two countries are only deepening through Dokdo. Therefore, the purpose of this study is to explore the direction of Dokdo education that can contribute to improving peaceful relations between Korea and Japan. First, we analyzed what peace is pursued in the elementary education curriculum and elementary school learning guidance guidelines, which are the most basic in public education in both countries, and based on the results, we attempted to suggest the right direction for Dokdo education that can contribute to peace in both countries. As a result, Korea and Japan were establishing a common goal of nurturing human resources who could contribute to world peace and human prosperity through education, but Dokdo education was not suitable for achieving peace. The reason was the different perception of peace between Korea and Japan. In Korea, the passive peace perception that was hostile toward Japan was reflected in Dokdo education, rather than the active peace perception that had been traditionally inherited, and Japan was still applying the same passive peace perception that was centered on its own country from the era of militarism. Although peace was a common goal, the two countries ultimately applied different perceptions of peace. Therefore, Korea and Japan must redefine their perception of peace from the passive peace perception currently shown in Dokdo education to an active peace perception. Both countries must make efforts from various angles to share a redefined perception of peace in order to achieve the common goal of regional peace and cooperation. And Dokdo education, applied with the newly redefined peace awareness, should become a foundation that can contribute to the formation of peaceful relations between the two countries.
