국문 초록

최근 해외에서는 러시아와 중국 등의 해외 적대적 국가들로부터의 영향력 공작(influence operation)의 위협에 대한 관심과 논의가 뜨겁다. 중국 등의 해외 악성 영향력 공작실체에 대해 보고하는 심층 보고서들이 2020-2023년 사이에 쏟아져 나오고 있다. 이 같은 인식에 따라 인지전 또는 영향력 공작이 가장 주요한 국가적 안보위협의 하나로 초미의 관심사가 되고 있다. 이 글에서 소개하고 있는 것처럼 인지전은 최근 들어 첨단정보통신의 발달과 정보환경의 고도화로 중요한 전쟁의 한 영역(domain)으로 등장했다. 이제 인간의 뇌, 즉 사람들의 생각과 마음은 전쟁의 대상이자 무대로 간주되고 있다. 인지전에서는 특히 국가의 책임부인성(deniability)이 중요하다. 이 때문에 민간기업, 민간보안회사, 또는 각종 민간행위자들의 온라인과 오프라인에서의 역할이 매우 중요하고 또 강조된다. 이글에서 소개한 중국의 사례는 어떻게 민간 행위자들이 국가행위자와 긴밀히 연계되어 인지전을 수행하고 있는지를 잘 보여주고 있다. 오늘날 인지전에서는 전통적인 전쟁과 평화의 이분법적 구분이 무의미하다. 따라서 이 스펙트럼상에서 전쟁과 평화, 국가와 민간은 상대적인 위치로 이해될 뿐이다.

영문 초록

In recent times, there has been a heated discussion and growing concern regarding the threat of influence operations from hostile foreign nations such as Russia and China. In-depth reports on malicious foreign influence operations, especially those from entities associated with China, have been pouring in between 2020 and 2023. In light of this awareness, cognitive warfare or influence operations have become a paramount national security concern. As introduced in this article, cognitive warfare has emerged as a critical domain of modern warfare, driven by the advancements in information and communication technologies and the sophistication of the information environment. Now, the human mind, encompassing people's thoughts and emotions, is considered a target and a stage in warfare. Deniability, especially in the context of a nation, holds particular significance in cognitive warfare. Hence, the roles of private enterprises, civilian security firms, and various non-government actors are crucial and emphasized both online and offline. The cases presented in this article, particularly those related to China, illustrate how private actors closely collaborate with state actors to execute cognitive warfare. In today's cognitive warfare landscape, the traditional binary distinction between war and peace, as well as between state and civilian, becomes meaningless. Therefore, within this spectrum, concepts of warfare and peace, as well as the relationship between the state and the civilian, are understood in relative terms.
