국문 초록

이 연구는 경찰의 초동대응시 드론 기술을 활용하는 것의 필요성과 가능성을 탐색한다. 현대 사회에서 증가하는 범죄율과 복잡해진 안전 문제에 대응하기 위해, 경찰력의 효율적 분배와 신속한 대응이 절실히 요구되고 있다. 이 연구는 드론 기술이 이러한 요구에 어떻게 부응할 수 있는지, 그리고 인공지능이 드론의 운용을 어떻게 강화할 수 있는지를 이론적 및 실제적 관점에서 논의한다. 초동대응에서 드론의 활용은 현장 도착시간의 단축, 광범위한 지역의 모니터링, 현장의 정확한 상황 인식을 가능하게 하여, 경찰이 더 신속하고 효과적인 조치를 취 할 수 있도록 지원한다. 그러나 이러한 기술의 통합이 가져올 법적, 윤리적 문제들에 대한 고려가 필수적이며, 기술적 오류 가능성 및 사생활 침해와 같은 부작용에 대한 예방적 대책도 요구된다. 이 연구는 인공지능 기술이 결합 된 드론이 경찰 활동에서 적극적으로 활용될 때, 법적 근거와 절차적 정당성, 안전한 운영 조건을 충족시켜야 할 필요성을 강조하면서, 이를 위한 구체적인 제언을 제시한다.

영문 초록

This study explores the necessity and potential of utilizing drone technology in police operations. To address the increasing crime rates and complex safety issues in modern society, the efficient allocation of police resources and swift response are becoming imperative. This research analyzes how drone technology can meet these demands and how AI can enhance the operation of drones from both theoretical and practical perspectives. The use of drones in first response scenarios can reduce arrival times at scenes, enable monitoring over extensive areas, and facilitate accurate situation awareness, thus supporting the police in taking quicker and more effective measures. However, the integration of such technologies necessitates consideration of the legal and ethical issues that may arise, as well as preventive measures against potential technological errors and privacy invasions. The study underscores the need for a legal basis, procedural legitimacy, and safe operational conditions when actively utilizing drones and AI technology in police activities, and presents specific recommendations for this purpose.
