국문 초록

본 연구에서는 2006년부터 2018년말까지의 아동수당 정책형성과정을 Kingdon의 다중흐름모형으로 분석하였다. 문제의 흐름으로는 아동빈곤과 저출산 문제를, 정책 대안의 흐름은 아동수당 제도의 내용 전개와같은 시기 진행되었던 보육정책으로서의 가정양육수당을, 그리고 정치의 흐름에서는 16대~19대 대통령 4인의 재임 동안 아동수당에 대한 태도와 17~20대 국회 보건복지위원회 소속 국회의원들의 입법 활동, 관료및 시민단체와 전문가 등 이해관계자의 활동을 살펴보았다. 연구결과, 첫째, 아동수당 제도 정책결정과정에서정치의 흐름이 가장 중요했다. 둘째, 19대 대선결과와, 여야 정당 간 정책을 둘러싼 경쟁과 타협, 아동수당정책 지원역할을 수행한 시민단체 역할이 결합하여 정책의 창이 열렸고, 오랜 기간 정책을 발의하고 승계한보건복지위원회 소속 국회의원 일부가 정책선도가로 역할 했다고 보았다.

영문 초록

This research examined the policy process of child allowance in South Korea from 2006 to 2018, employing Kingdon’s Multiple Streams Framework(MSF). The key components of the child allowance policy process within MSF model can be outlined as follows: 1) child poverty and low fertility rate as the problem stream, 2) legislative debates on child allowance and family childcare allowance by relevant policy actors as the policy stream, and 3) the transition of power following the 19th presidential election and the National Assembly’s Health & Welfare Committee subsequent activities as the politics stream. The analysis underscores the significance of politics stream over the other two streams, where the transition of presidential administration paved the way for the adoption of child allowance legislation. Furthermore, the analysis confirms the members of the National Assembly’s Health & Welfare Committee of the 17th and 19th National Assembly as the policy entrepreneur of the case-in-hand. The confluence of the 19th presidential election, the competition and compromises between the incumbent and opposition parties, advocacy by civil society organization and the long-term efforts by the members of the Health & Welfare Committee , who took the initiative and persistently worked to introduce child allowance, resulted in the opening of the policy window.
