발달장애학생의 정치참여를 위한 민주시민성 교육의 방향과 과제

국문 초록

이 연구의 목적은 공직선거법의 개정으로 2020년 4월 15일 제21대 국회의원 선거부터 선거 연령이 기존 만 19세 이상에서 만 18세 이상으로 하향됨에 따라 선거권을 가지게 된 발달장애학생을 위한 민주시민성 교육의 방향을 모색하는 데 있다. 이를 위해 청소년 정치참여 확대가 민주주의 실현 조건이라는 인식을 바탕으로 장애학생 참정권에 관한 관련법과 정책들을 확인하였다. 또한 교과교육과정 접근 가능성을 탐색하기 위하여 특수교육 기본교육과정의 민주시민성 교육내용과 범위를 검토하였다. 마지막으로 지적장애 특수학교에서 이루어진 선거교육 사례를 통해 창의적 체험활동을 활용한 민주시민성 교육방법을 모색하였다. 이를 바탕으로 발달장애학생의 참정권 행사를 위해 선거참여 방법 교육에서 더 나아가 자신을 정치적 주체로 인식하고 행동하는 민주시민성 교육이 필요하며 이를 실행하기 위한 과제를 논의하였다.

영문 초록

With the amendment of the Public Official Election Act, the age of voting in an election was changed from 19 years old to 18 years old beginning in the 21st National Assembly election on April 15, 2020. The purpose of this study was to explore the direction of democratic citizenship education for youth with developmental disabilities who have the right to vote. Recognizing that t the expansion of youth political participation is a condition for a democracy to be realized, related laws and policies on the right for students with disabilities to participate were confirmed. In addition, we reviewed the content and scope of democratic citizenship education in the basic curriculum for special education. Finally, through election education conducted at special education schools among students with intellectual disabilities. we sought democratic citizenship education methods using creative experience activities. Based on this, we argued that the exercise of suffrage by adolescents, with disabilities was not enough to teach them how to participate in elections. Democratic citizenship education that recognizes and acts as a political subject was necessary, and the tasks for its implementation were discussed.
