국문 초록

이 연구의 목적은 교육당사자 중심의 IEP의 개념 재정립과 특수교육대상학생의 교육배치 유형에 적합한 IEP 수립을 위해 전문가 의견을 분석하여 교육당사자 중심의 IEP 구성요소 지표를 개발하는데 있다. 이를 위해 특수교육 전공 교수 2명, 특수학교 관리자 1명, 교육전문직 2명, 특수교사 9명, 특수교육 관련서비스 종사자 2명, 학부모 2명으로 총 18명을 대상으로 3차에 걸쳐 델파이조사를 실시하였다. 각 문항에 대한 응답 반응분포인 중앙값과 사분범위를 산출하였고, 타당도 검증을 위해 내용타당도 비율(Content Validity Ratio: CVR)과 합의도, 수렴도를 산출하였다. 3차에 걸친 델파이조사 결과 평가영역 및 지표구성 결과는 타당한 것으로 판단하였다. 연구결과, 1) IEP 재개념화와 운영방침, 평가문항 구성이 타당한 것으로 나타났다. 2) 「장애인 등에 대한 특수교육법」 개정 제안 관련 평가문항 구성 및 결과에서 교육내용 삭제에 대한 부분은 다른 영역에 비해 상대적으로 낮은 수렴도와 합의도를 보였다. 3) IEP 구성요소 관련 평가문항 구성 및 결과에서 세부 구성요소 내용이 타당한 것으로 판단하였다. 4) IEP 점검을 위한 평가문항 구성 및 결과는 타당도에 문제가 나타났던 평가문항을 수정한 후 타당도가 전체적으로 향상된 것으로 나타났다. 이 연구는 교육당사자 중심의 IEP 구성요소 지표가 나아가야 할 방향과 현장에서의 적용가능성을 시사했다는데 의의가 있다.

영문 초록

The purpose of this study is to analyze the opinions of experts when developing individual education plan(IEP) component indicators that are centered on education parties in order to re-establish the concept of IEPs that are centered on education parties and to establish an IEP suitable students with special education. The third Delphi survey was conducted with 18 individuals: tow professors, one special school administrator, two education specialists (researchers or scholars), nine special teachers, two special education-related service workers, and two parents. We conducted a survey, calculated the median and quadrant range(i.e., the response distribution for each question), calculated the content validity ratio(CVR), consensus, and convergence for validity verification. The results determined that the evaluation area and indicator composition results were valid. We determined that the reconceptualization of individualized education and the composition of evaluation items for the operation of the IEP were valid. We determined evaluation questions related to the amendment of the Special Education Act for People with Disabilities., The deletion of educational content in the results showed a relatively low convergence and agreement compared to other areas. Based on the composition and results of evaluation questions related to IEP components, we determined that the details of the detailed components were valid. Finally, the composition and results of evaluation questions for examing IEPs were found to have an overall improved validity after correcting the evaluation questions that had problems in validity. This study is meaningful because it confirms that the components of the IEP ought to be centered on the education parties.
