국문 초록

2014년 포데모스의 부상은 정당정치의 위기를 온라인플랫폼 정당으로 해소할 수 있다는 가능성을 보여줬다. 온라인플랫폼을 매개로 일반유권자에게까지 정당 활동을 개방함으로써 포데모스의 당원 가입은 크게 증가하였다. 포데모스의 등장으로 다당체계가 형성되면서 포데모스의 정당운영 방식은 기성 정당들에 대한 압박으로 작용하여 국민당과 사회노동당도 정책 결정 과정에서 온라인플랫폼을 도입하였고, 공직후보자와 지도부 선출 과정에 당원 참여 보장을 제도화하였다. 그러나 당내민주주의 발전을 위한 제도는 구축하였으나 실제 작동에 있어서는 제한적이었다. 포데모스에서도 유권자들의 정당 활동에는 제약이 많았고, 역할과 권한을 부여받은 당원들이 제안한 정책이 지도부에 의해 채택되는 일도 매우 드물었다. 온라인플랫폼이 대면 활동을 대신할 것으로 기대했지만, 온라인 활동에 있어서도 한계가 드러났다. 기존 정당도 당원 중심의 대면 활동을 중심으로 운영하고 있으며, 온라인 도구는 보완의 기제로만 활용하고 있다. 포데모스와 같은 온라인플랫폼 정당이 대의민주주의의 위기를 대체하는 데 한계가 있음이 드러났다. 그러므로 스페인의 정당 운영 사례는 디지털 기술은 단순히 당원의 참여를 보장하는 도구가 아닌 당원의 역할과 권한을 보장하는 아래로부터의 정당으로 발전하는 데 활용해야 함을 보여준다.

영문 초록

The rise of Podemos in 2014 showed the possibility of resolving the crisis of party politics with an online platform party. By opening the party activities to general voters through the online platform, the number of Podemos party members increased significantly. As the multi-party system was formed with the advent of Podemos, Podemos’ party management method exerted pressure on the People’s Party and the Socialist Labor Party. These political parties also introduced an online platform in the policy-making process and ensured the participation of party members in the process of electing candidates for party leaders. However, although the system for the development of intra-party democracy was established, it was limited in actual operation. Even in Podemos, there were many restrictions on voters' party activities, and it was very rare that the policies proposed by party members. Although it was expected that online platforms would replace face-to-face activities. Both political parties are operating mainly on face-to-face activities with party members, and online tools are used only as a supplementary mechanism. It has been revealed that online platform parties such as Podemos have limitations in replacing the crisis of representative democracy.
