국문 초록

이 글은 위험으로 인한 사회적 위기 상황에서 사회적 협력과 사회통합을 위한 방안으로 정부신뢰 및 사회신뢰의 함의를 살펴보고자 하였다. 현대사회는 기술의 진보, 환경, 사회구조 등이 상호작용하면서 다양한 위험과 불확실성이 증대되고 있다. 위험으로 인한 사회적 위기 상황을 극복하기 위해서는 위험과 관련되어 있는 주체들의 협력이 필수적으로 요구된다. 신뢰, 규범 등을 토대로 하는 사회자본은 사회적 협력을 활성화시키데 있어서 긍정적으로 영향을 미칠 수 있다. 정부신뢰와 사회신뢰는 위기 상황에서 정책의 효율성을 높이고, 시민들의 협력을 강화시킬 수 있다. 정부신뢰가 높으면 정부의 위기관리 정책에 시민들이 긍정적으로 협조할 가능성이 높아져 위기 대응의 효율성이 높아진다. 또한 위기 상황에서 시민들의 협조는 시민들 간의 정보소통과도 관련이 있다. 정보기술의 발전으로 인해 위험에 대한 정보는 다양한 통로를 통해 수집되고 전달된다. 위험에 대한 정보의 신뢰는 정보를 제공하는 사람들의 신뢰와도 연결되며, 정보에 대한 신뢰가 높으면 위기상황에 대한 사회적 협력을 높임으로써 사회통합에 긍정적인 영향을 미치게 된다. 결과적으로 정부신뢰와 사회신뢰는 사회적 위기상황에서 사회적 협력을 이끌어 내는 중요한 요소로 작동할 수 있다는 점에서 사회통합을 위한 시사점을 제공하고 있으며, 나아가 국가적인 차원에서 장․단기적으로 사회자본 확충을 위한 방안이 모색되어야 할 것이다.

영문 초록

This paper was intended to examine the implications of confidence in government, and trust in society as a means for social cooperation and social integration in the face of social crisis due to risks. In modern society, various risks and uncertainties are increasing due to technological progress, environment, and social structure. In a social crisis situation, the cooperation of risk-related actors is essential. Social capital such as trust and norms can be a factor that activates social cooperation. Confidence in government and trust in society can act as an important factor in enhancing the efficiency of policies and facilitating cooperation among citizens in a crisis situation. If confidence in the government is high, it is more likely to cooperate positively with the government's crisis management policy, which increases the efficiency of crisis response. Also, citizens' cooperation in a crisis situation is related to information communication between citizens. Due to the development of information technology, risk information is collected and delivered through various channels. Trust in risk information is also linked to the trust of those who provide information, and when social trust is high, social cooperation in crisis situations increases, which has a positive effect on social integration. Confidence in government and trust in society is an important factor that induces social cooperation in social situations and provides implications for social integration. Furthermore, measures to expand social capital in the short term and long term from the national perspective should be sought.
