국문 초록

본 논문은 쿠데타 이후 군부의 정치 퇴진을 경험한 국가를 대상으로 한 사례 연구에서 발견된 다양한 퇴진 조건들을 토대로 하여, 미얀마에서 군부의 정치 퇴진이 쉽게 이뤄지지 않는 상황을 규명한다. 이를 위해 파이너(S. E. Finer)가 군부 성향과 사회적 조건, 동기와 필요조건 간 상호작용을 2대2 대응 관계로 구성하여 제시한 군부 퇴진 조건을 적용하였다. 주요 결론은 군부의 민간 우위에 대한 확신, 군부 단결에 대한 위협, 통치에 대한 자신감 부족, 퇴진에 대한 내부 합의, 내부 도전, 외부 요인, 권력을 넘겨줄 민간단체의 등장 등 주요 퇴진 조건과 미얀마 상황이 부합되지 않음으로써 군부의 정치 퇴진이 순조롭지 않고, 군부정권이 유지될 수밖에 없는 현상을 야기한다는 것이다. 다만, 유엔 안보리 결의, 시민불복종운동(CDM: Civil Disobedience Movement), 국민통합정부(NUG: National Unity Government) 구성 및 국민방위대(PDF: People’s Defence Force)의 투쟁 활동은 장기적으로 군부의 정치 퇴진에 영향을 미칠 것으로 예상된다.

영문 초록

This paper identifies the situation in which the military's political withdrawal is not easily carried out in Myanmar based on various conditions for withdrawal found in case studies of countries that have experienced the military's political withdrawal after the coup. To do so, the condition for military's political withdrawal which S.E Finer suggested by forming the interaction between ‘dispositions and societal conditions’ and ‘motivations and necessary conditions’ into a two-to-two correspondence relationship is applied. The main conclusion is that major conditions for withdrawal, such as confidence in the military's dominance over the civil, lack of confidence in governance, threats to cohesiveness, internal challenges, external factors, and the emergence of civilian organisation to hand over power, and the situation in Myanmar do not match. Therefore, The military's political withdrawal is not smooth, and it causes a phenomenon that the military regime is bound to be maintained. However, UN Security Council resolutions, Civil Disobedience Movement (CDM), National Unity Government (NUG), and People's Defence Force (PDF) struggle are expected to affect the military's political withdrawal in the long run.
