국문 초록

한반도는 중국과 러시아 등 주변국의 잠재적 위협과 북한의 직접적인 안보위협이 상존해 있다. 징병제를 시행하는 한국군은 20세 연령대의 병역자원 대상자 급감과 병 복무기간 18개월 단축은 초급장교의 73%를 차지하는 학군사관후보생 지원율 저조로 이어져 우수인력 확보에 어려움이 있다. 따라서 본 연구에서는 우수한 학군사관 후보생을 선발하기 위한 지원자격 보완, 병 복무기간 단축에 따라 징병제에 부합한 초급장교의 복무기간 현실화, 가산복무 지원금과 단기복무 장려금에 대한 법령개정으로 경제적 혜택 확대, 병 급여 200만원 시대에 부합한 초급장교의 복지대책 등을 제시하였다. 우수한 학군사관 후보생 모집하여 4차 산업혁명 시대의 MZ세대를 지휘할 수 있는 능력과 역량을 갖춘 우수한 초급장교를 양성해야 한다. 이를 통해 소부대의 안정적 관리와 전투력을 창출하여 적의 도발을 억제 및 군사대비태세를 유지하고 전역 후에는 사회의 다양한 영역에서 중추적인 역할을 하도록 해야 한다.

영문 초록

On the Korean Peninsula, potential threats from neighboring countries such as China and Russia and direct security threats from North Korea exist. The Korean military, which implements the conscription system, has difficulty in securing excellent personnel due to a sharp drop in the number of 20-year-olds and an 18-month reduction in military service period leading to a low application rate for ROTC candidates, which accounts for 73% of elementary officers. Therefore, this study suggested supplementing support qualifications to select excellent ROTC candidates, realizing the service period of elementary officers in accordance with the draft system, expanding economic benefits by revising laws on additional and short-term service subsidies, and welfare measures for elementary officers in line with the era of 2 million won. Excellent elementary officers with the ability and capability to lead the MZ generation in the era of the 4th Industrial Revolution should be trained by recruiting excellent ROTC candidates. Through this, it is necessary to create stable management and combat power of small units to suppress enemy provocations and maintain military readiness, and to play a pivotal role in various areas of society after discharge.
