국문 초록

본고는 1953~ 1955년 미국 대한원조에서 기술원조인력들의 충원과정을 다룬 연구이다. 구체적으로는 초대 주한경제조정관 타일러 우드(Tyler C. W ood) 의 주한경제조정관실 충원과정을 다루었다. 이 시기 충원과정에서 확인된 내용은 다음과 같다. 첫째, 주한경제조정관 타일러 우드는 뉴욕에서 활동하던 경제통이었다. 그는미국 뉴욕주에서 금융 관련 일을 하였으며, 제2차 세계대전 발발 후 대외 업무에 투신하였다. 그는 미국의 대유럽 원조였던 마샬플랜 사업에도 참여하였다. 이런 그의 경험은 타스카 보고서로 만들어졌던 주한경제조정관실의 초대 주한경제조정관에 적합하였고, 실제로 그의 업무 역시 그의 경험을 바탕으로 진행된경향이 있다. 둘째, 조대 주한경제조정관실의 인력 충원은 KCAC의 기술인력을 대체하는성격이 컸다. 결과적으로 재건기술 및 기술협조 계열의 인사들이 우선적으로충원되었다. 초기 충원과정은 원만하지 않았다. 그 결과 타일러 우드는 주로군 내에서 중요 기술인력들을 선발해야 했다. 셋째, 중요 기술인력들은 경제, 행정, 비서, 현장직 등 기술협조계열이 많았으며, 재건기술 분야의 인물들은 극소수였다. 또한 기술협조 계열들에는 단순히경제 혹은 행정으로 간주할 수 없는 영역에 종사한 인물들도 많았다. 미국 CIA 근무 경험, 미국 캘리포니아주 교육관련자 등 당대 냉전과 분리해서 생각할 수없는 인물들도 있었다. 결론적으로 1950년대 초중반 타일러 우드의 기술인력 충원 과정은 한국적특수성보다는 미국 냉전의 보편성, 타일러 우드 개인의 지향, 당대 미국인들의현실 내에서 이루어졌다. 그 결과 초기 주한경제조정관실의 구성은 재건보다는기초적인 행정 재건 쪽으로 방향이 모아졌음을 알 수 있다.

영문 초록

This paper deals with the recruitment process of technical assistance personnel in 1953-55 in the U.S. Korean Aid. Specifically, it dealt with the process of recruiting Tyler C. Wood, the first economic coordinator in Korea, to the office of the economic coordinator in Korea. The contents confirmed during the recruitment process during this period are as follows. First, Tyler Wood, the economic coordinator in Korea, was an economic expert working in New York. He worked in finance in New York State, USA, and devoted himself to external affairs after the outbreak of World War II. He also participated in the Marshall Plan project, which was the United States’ aid to Europe. His experience was suitable for the first economic coordinator in Korea, which was made from the Tasca report, and in fact, his work also tends to be based on his experience. Second, the recruitment of manpower in the office of the economic coordinator in Korea, was largely a substitute for KCAC’s technical manpower. As a result, personnel in the field of reconstruction technology and technology cooperation were first added. The initial recruitment process was not smooth. As a result, Tyler Wood had to select important technical personnel, mainly from within the military. Third, there were many important technical personnel in the field of technology cooperation, such as economy, administration, secretaries, and field jobs, and very few people in the field of reconstruction technology. In addition, there were many people who were engaged in areas that could not be regarded simply as economy or administration in the technical cooperation field. There were also figures who could not be thought of separately from the Cold War of the time, such as experience working at the CIA in the United States and those related to education in California in the United States. In conclusion, Tyler wood’s process of recruiting technical personnel in the early and mid-1950s took place within the universality of the American Cold War, Tyler wood’s individual orientation, and the reality of the Americans of the time rather than Korean specificity. As a result, it can be seen that the composition of the early economic coordination office in Korea was focused on basic administrative reconstruction rather than reconstruction.
