국문 초록

한반도의 전략적 가치로 인해 북ㆍ중 관계는 혈맹으로서의 특수한 관계를 지속시켜갔다. 북ㆍ중국 관계는 마오저퉁 시기에는 중국ㆍ소련ㆍ북한을 연결하는 북방3각 구도 속에서 중ㆍ소의 관계여하에 따라 중ㆍ북한간의 친소를 달리했지만, 개혁 개방시기로부터 오늘까지는 중국의 국제질서에 대한 이해에 따라 중국과 북한의 특수 관계가 결속과 이완을 거듭하는 이중적 특성을 보이고 있다. 쌍방은 서로의 필요에 의해 결속하지 않을 수 없는 불가피성을 인정한다. 한국의 전략적인 가치는 미ㆍ일에 대한 견제세력으로 인식하며 중국은 한반도에서 분쟁을 막고 평화를 유지하기 위한 전략적 차원에서 대북한 유대를 유지하려 한다. 중국은 한국과의 전면적인 관계발전의 필요성이 커지면 커질수록 북한과의 관계증진의 필요성도 그만큼 부각할 것이다. 그러면서도 그들의 국익에 따라 북한에게도 우리의 카드를 사용함으로써 한반도에서 그들의 정치적 위상과 역할을 더욱 증대해 갈 것이다. 따라서 중국은 북한의 붕괴는 물론, 특정한 적대세력에 의해 정치적으로 지배되는 것에는 강력하게 거부하고 있어 중국의 희망과 상반되는 사태가 발생할 경우에는 6ㆍ25 때의 참전과 유사한 제2의 참전 가능성도 배재할 수 없다. 그들은 자국의 안보는 물론, 주변 국가를 보호할 의무가 중국에게 있다고 믿고 있기 때문이다.

영문 초록

The China-North Korea relationship has been special as a blood alliance due to the strategic value of the Korean peninsula. During the Mao Zedong period, the China-North Korea relationship was close or distant according to the China-the Soviet Union relationship under the northern triangle composition connecting China-the Soviet Union-North Korea. However, from the opening and reform period to the present, the China-North Korea relationship has presented dual characteristics repeating union and laxity according to China's interest in the global order. Both countries admit inevitability of union by mutual needs. China admitted coexistence of two different governments in the Korean peninsular while considering Korea's strategic value a restraining area against the U.S. and Japan. China focuses on executing its leading influence on the Korean peninsular in the future while making it as to be helpful for its national interest and reinforcement of its status. China is strongly against political exclusion of North Korea by a hostile power as well as collapse of North Korea. Therefore, a possibility of the 2nd Korean War similar to the 6·25 War cannot eliminated in case that situations against China's hope take place. China believes that it has duty to protect neighboring countries in addition to own national defense.
