국문 초록

본고는 제주도 개발의 주요 수단인 제주투자진흥지구의 현황과 문제점에 대한 실무 관리적 측면에서의 분석과 개선방안을 살펴보기 위한 연구이다. 제주투자진흥지구는 2002년 도입 후 파격적인 세제 및 부담금 감면 등의 지원에 힘입어 20년 동안 7조 6 천억 원의 투자유치에 성공했다는 평가와 함께 세제 혜택 악용과 지대차익을 겨냥한 투자방식 등의 문제점도 많이 노출했다. 과거의 연구는 이러한 문제점을 방지하기 위한 큰 틀의 제도 개선에 역점을 두었다. 본 연구는 투자진흥지구에 대한 지역별, 투자 금액별, 업종별 현황과 지정이 해제된 사업장들의 유형을 구체적으로 분석하여 실무 관리적 측면에서 개선방안을 모색했다. 연구방법은 지자체 자료, 선행 연구논문 등 문헌자료와 언론자료를 통한 문헌연구 방식을 사용했다. 연구 결과 서부에 투자가 많아 향후 동부에 더 많은 투자를 유도할 필요가 있고, 종합휴양업 등 초대형 사업장의 지구 지정해제율이 높게 나타나 정밀 관리를 통해 개선할 필요가 있다. 또한 종합휴양업 종이 많이 포함된 매각차익형에 지구 해제 및 악용사례가 많아 집중 관리를 통해 방지할 필요성이 있다.

영문 초록

This study aims to analyze the current situation and problems of the Jeju Investment Promotion District, which is the main means of Jeju Island development, and to seek for improvement plans for them in point of practical management. Since its introduction in 2002, the Jeju Investment Promotion District has been evaluated to have succeeded in attracting 7.6 trillion won in investment over 20 years, thanks to support such as unprecedented taxation. And it also exposed many problems such as abuse of tax benefits and land arbitrages. Past studies have mainly focused on improving the framework of the system to prevent these problems. This study looked for improvement plans by analyzing the current status of each region, investment amount, and industry in the investment promotion district and the types of business sectors of which designation has been lifted. Literature research method using literature data as that of local government, previous research papers and media contents was used. As a result of the study, there is relatively more investment in the west than the east, so it is necessary to induce more investment in the east in the future. The cancellation rate of designation of mega business sectors such as comprehensive recreation business was high, so it was necessary to reduce it through much more intensive management. In addition, there were many cases of Investment District Cancellation and land arbitrages, which included many comprehensive recreation business sectors. So it was necessary to prevent it through elaborate management.
