국문 초록
본 연구는 한도초과기부금 지출액에 중점을 두고 절세효과를 반영하는 한계세율과 가구별 기부 의사결정 간의 인과관계를 분석하였다.
본 연구의 실증분석 결과 우선 한계세율이 커짐에 따라 기부금 지출액의 총액이 유의적으로 증가해서 한계세율의 증가에 따라 절세효과가 커지고, 비조세적 요인이 절세효과만큼 중요하지는 않은 것을 확인할 수 있는데, 이러한 분석결과는 기부금 지출액의 총액을 종교적 기부금 지출액과 공익적 기부금 지출액으로 구분하더라도 동일하게 나타났다.
다음으로, 한계세율이 커짐에 따라 한도초과기부금 지출액도 유의적으로 증가해서 한도초과기부금의 경우에도 한계세율의 증가에 따라 커지는 절세효과가 중요한 영향을 미치는 것으로 나타났는데, 이러한 결과는 한계세율의 증가에 따른 기부금 총액의 증가 현상이 영향을 미친 것으로 해석할 수 있다. 또한, 종교적 기부금 비율이 높을수록 동(同)지출액이 유의적으로 증가하는 것으로 나타났는데, 이러한 결과는 별도의 절세효과를 고려하지 않고 지출할 수 있는 종교적 기부금의 기본적 특성이 반영된 것으로 볼 수 있다.
이에 반해 한계세율이 커짐에 따라 한도초과기부금비율은 유의적으로 감소해서 소득공제의 배제에 따른 잠재적 기회비용의 증가에 따라 가급적 한도액을 초과해서 기부금을 지출하지 않으려는 의도가 작용한 것으로 볼 수 있다. 즉, 이러한 결과는 한계세율이 높을수록 가급적 한도초과기부금을 지출하지 않는 대신 절세효과를 충분히 고려해서 가급적 한도 내에서 기부금을 지출하려는 의사결정을 하는 것으로 해석할 수 있을 것이고, 결과적으로 절세효과를 기대할 수 없는 과도한 기부금 지출액에 대해서는 공익·자선 등의 비조세적 요인의 영향이 크지 않다고 할 수 있을 것이다. 또한, 이 경우에도 종교적 기부금 비율은 동(同)비율에 유의적인 양(+)의 영향을 미쳐서 종교적 기부금의 기본적 특성이 역시 반영된 것으로 볼 수 있다.
영문 초록
Focusing on charitable contributions above the deduction limit, this study analyzes the causality between marginal tax rate, reflecting tax-saving effect, and household’s decision making on charitable contributions. As the above-the-limit charitable contributions (ATLC) have no tax-saving effect, the increase in opportunity cost by removal of the tax-saving effect is deemed to be much greater in households with higher marginal tax rate.
In case the effect of tax-saving purposes is stronger than that of non-tax (public or religious) purposes, the above-the-limit charitable contributions are expected to be reduced more than charitable contributions within the deduction limit as a household’s marginal rate gets higher. Otherwise, in case the effect of non-tax purposes is stronger than that of tax-saving purposes, the degree of reduction of ATLC is expected to be relatively small as a household’s marginal tax rate gets higher.
Moreover, this kind of reduction in charitable contributions can vary depending on the purpose of charitable contributions, whether it is public or religious. That is, charitable contributions reflecting more faithfully personal beliefs are deemed to be less susceptible to tax-saving purposes, and, in most cases, among public purpose charitable contributions and religious purpose ones, the latter fall into such charitable contributions. Consequently, reduction of ATLC is expected to be smaller in religious purpose charitable contributions. This study recognizes how decision making on charitable contributions is affected by personal features - type of charitable contributions, household’s marginal tax rate of contributor, etc.
Regression results of this study show that as the marginal tax rate increases, charitable contributions grow bigger significantly, which implies strengthened tax-saving effect in accordance with increased marginal tax rate, and non-tax factors are not as influential as tax-saving effect. This finding remains unchanged in case classified charitable contributions (religious purpose charitable contributions and public purpose ones) are adopted as dependent variable instead of the whole amount of charitable contributions.
In addition, as the marginal tax rate increases, above-the-limit charitable contributions grow bigger significantly, which also implies that strengthened tax-saving effect proportionate to increased marginal tax rate plays an important role in decision making on household’s overgenerous charitable contributions above the deduction limit. This kind of regression results are likely to result from systematic coupling of the whole amount of charitable contributions and above-the-limit charitable contributions. Furthermore, we can find a significantly positive association between the religious contributions ratio and above-the-limit charitable contributions. Because the ratio represents households’ non-tax factors that are weakly affected by tax-saving incentives, this result implies that above-the-limit charitable contributions seem to become greater as household’s personal beliefs get strengthened.
However, as the marginal tax rate increases, above-the-limit contribution ratio declines. This regression results can be interpreted that taxpayers intend not to spend charitable contributions above the deduction limit due to increased opportunity cost. That is, the regression results imply that, as the marginal tax rate increases, taxpayers intend to spend charitable contributions possibly within the deduction limit, not surpassing the limit, considering the tax-saving effect enough. As a result, non-tax purposes are found to be not so influential to excessively spent charitable contributions, through which tax-saving effect can’t be expected.
