국문 초록

이 연구는 사회통합을 위한 혼합주택단지의 거주자간 갈등실태를 살펴보고, 그에 따른 개선방안을 제시하는데 목적이 있다. 연구의 목적 달성을 위해, 사회통합 및 혼합주택단지와 관련된 문헌검토, 전자민원분석 및 갈등사례 수집, 전문가 및 담당자 의견수렴을 거쳐 제도 개선안을 제안하였다. 혼합단지 거주민 갈등의 주요 이슈는 사용자의 정의에서 임차인 배제 문제, 공동결정사항, 방법 및 절차 미비, 부과항목 상이 문제, 잡수입 사용 및 부대복리시설문제, 용역업체 선정 문제, 혼합단지 대표회의 구성에 대한 법적 미비 등이다. 이에 대한 개선사항으로 공동주택관리법 및 민간임대주택에 관한 특별법 개정안, 혼합단지내 갈등관리 시범사업 제안 및 공동체 활성화 프로그램 개발 및 확대 시행을 제안하였다.

영문 초록

The purpose of this study is to examine the status of conflicts among residents of mixed housing complexes for social integration and to suggest improvement measures accordingly. In order to achieve the purpose of the study, a system improvement plan was proposed after reviewing the literature related to social integration and mixed housing complexes, analyzing electronic complaints and collecting conflict cases, and collecting opinions from experts and staff. The main issues of conflicts among residents of mixed complexes are the exclusion of tenants from the definition of users, the problem of joint decisions, insufficient methods and procedures, the problem of different levied items, the use of miscellaneous income and incidental welfare facilities, the selection of service providers, and the composition of the representative meeting of the mixed complex. legal inadequacies, etc. As improvements to this, it was proposed to amend the Multi-Fanmily Housing Management Act, the Special Act on Private Rental Housing, a pilot project for conflict management in mixed complexes, and the development and expansion of community revitalization programs.
