국문 초록

본 논문은 영국 농촌지역의 토지 이용과 연관된 정책을 국제 정책, 국가 정책, 지방 정책 차원으로 나누어 분석하고 그 분석에 따른 정책적 시사점을 제시하였다. 브렉시트, 기후변화와 생물다양성의 축소, 코로나19 팬데믹의 발생으로 인해 영국의 토지 이용 정책 전반에 걸쳐 변화가 필요하게 되었다. 영국의 농촌지역의 토지 이용은 농업생산성을 증가시키면서 동시에 환경에 대한 보호도 소홀히 하지 않는 방식으로 이루어져야 할 필요가 있다. 정부는 다양한 토지 수요에 부응할 수 있는 정책목표를 설정하여야 한다. 농촌지역의 토지 이용에 대한 합의는 통합적인 방식으로 이루어지면서 다양한 이해관계자와의 협력을 모색하여야 한다. 또한 농촌지역의 의제를 확대함으로 공동체의 관여와 이해관계자 파트너십을 제고하고 다기능 토지 이용을 통하여 성과를 강화할 필요가 있다. 농촌지역 토지 이용의 지속가능성은 이해관계자의 협조와 정치적인 의지, 그리고 필요한 자원을 활용할 수 있는 지역의 역량에 달려있다고 판단된다.

영문 초록

This paper analyzes the policies related to land use in rural areas in the UK by dividing them into international policy, national policy, and local policy level, and presents policy implications according to the analysis. Brexit, the impact of climate change and biodiversity, and the outbreak of the COVID-19 pandemic are calling for changes throughout the UK policies related to land use. The use of land in rural areas in the UK needs to be done in a way that increases agricultural productivity while at the same time not neglecting the protection of the environment. The government should set policy goals that can meet diverse land demands. Agreements on land use in rural areas should be made in an integrated way and cooperation with various stakeholders should be sought. In addition, it is necessary to enhance community involvement and stakeholder partnerships by expanding the agenda of local areas, and to strengthen performance through multi-functional land use. The sustainability of land use in rural areas is judged to depend on the cooperation of stakeholders, the political will, and the local capacity to utilize the necessary resources.
