국문 초록

본 연구는 베트남의 공적지가제도에 대량평가 방식의 적용가능성을 검토하기 위해 한국의 공시지가 산정방법을 활용하여 실증 분석하였다. 이러한 연구목적을 달성하기 위해 한국과 베트남의 공적지가(공시지가)산정에 관한 이론과 법제도를 분석하고, 지가산정 모형개발 및 검증을 실시하였다. 그 결과, 표준지와 개별지의 격차율이 ±5% 이내인 토지는 39%로, ±15%이내의 토지는 77%으로 전반적으로 산정지가의 균형성이 매우 양호한 것으로 분석되었다. 또한, 동일한 모형으로 한국 시범지역(강남구 역삼동)에 적용한 결과, 시범대상지 토지의 표준지와 개별지의 격차율이 ±5% 이내인 토지는 약 79%로 나타났으며, ±15%내에는 98%가 분포하여 지가의 균형성은 매우 양호한 것으로 분석되었다. 따라서 베트남에 토지가격산정 모형은 투입되는 공간정보, 특성 및 가격정보의 정확성과 충분성이 확보되면 전국의 대량평가 기반 공적지가제도 산정체계가 구축 될 수 있을 것이다.

영문 초록

This study empirically analyzed the applicability of mass assessment model in the Official Land Price System of Vietnam, based on utilizing the Officially Announced Land Price System of South Korea (hereinafter “Korea”). Under this objective, theories, laws, and regulations related to official land price assessment in Korea and Vietnam were evaluated; and land price assessment model for Vietnam was developed and verified. The study results showed balanced Assessed Land Price. In terms of the price gap between reference lots and individual lots, 39% of lots had less than or equal to plus or minus 5% price gap; and 77% of lots had less than or equal to plus or minus 15% price gap. When the same model was applied in the pilot region (Yeoksam-dong, Gangnam-gu, Seoul) in Korea, the results showed balanced Assessed Land Price as well. In terms of the price gap between reference lots and individual lots, 79% of the lots had less than or equal to plus or minus 5% price gap and 98% of the lots had less than or equal to plus or minus 15% price gap. Therefore, the study showed that Official Land Price System based on mass assessment system could be established nationwide in Vietnam when the accuracy and sufficiency of necessary spatial information, land characteristics and price information is secured.
