국문 초록

본 연구는 정부에서 국가사업으로 추진하고 있는 지적재조사사업에 있어 기존의 경계설정 방법과 다른 계획경계에 의한 경계설정 방법을 제시하는 것을 목적으로 한다. 이를 위하여 현행 경계설정 현황과 문제점을 분석하고 개선 방안을 제시하였다. 개선사항으로는 지적재조사지구 지정고시가 완료되면 사업지구 내 토지소유자협의회의 신청 또는 지적소관청의 직권에 의거 계획경계를 설정할 수 있는 방법을 새로이 제시하였다. 또한 계획경계에 의한 경계설정의 안정적인 운영을 위하여 부가적으로 법적경계를 지상경계로 하는 방안과 1필지 경계등록부를 새로이 작성하는 방안을 제시하였다.

영문 초록

The purpose of this study is to present a method of setting boundaries based on planning boundaries different from the existing method in the cadastral resurvey project promoted by the government as a national project. To this end, the current status and problems of the current boundary setting method were analyzed and improvement measures were suggested. New suggestions to be improved include the method of applying by the Landowners Council in the project district when the designation notice for the cadastral resurvey district is completed, or the method of setting planning boundaries according to the authority of the cadastral authority. In addition, for the stable operation of the boundary setting by the planned boundary, a plan to additionally set the legal boundary as the ground boundary and a plan to create a new 1 Parcel boundary register were proposed.
