한국전쟁시기 미국의 해상운송체계와 상선

국문 초록

전쟁을 수행하기 위해 가장 중요한 요소 중 하나는 병참(Logistics, 兵站)일 것이다. 한국전쟁 당시 한국정부는 전쟁을 수행할 군사·경제적 역량이 없었고, 미국을 중심으로 한유엔연합군(United Nations Forces)의 참전으로 전쟁을 지속할 수 있었다. 이 연합군에 대한 모든 병참지원은 미군에 의해서 이루어졌고, 대규모 군수품의 운송은 미군해상운송 지원단(Military Sea Transportation Service; MSTS)에 의해 이루었다. 이와 더불어 민간구호, 경제재건 물자의 운송에도 관여하였다. 미군해상운송지원단은 2차 대전이후 냉전체제를 대비한 군 수송체계로 미군의 전쟁수행을 용의하게 할 목적으로 창설되었고, 한국전쟁시기 본격적으로 처음 활용되었다. 특히 한국전쟁은 미군해상운송지원단에게 실전에서의 운영 노하우(Know-How)쌓을 수 있는 기회를 제공하였을 뿐만 아니라, 동아시아에서 미군해상운송지원단의 운영체계가 확고해지는 계기를 마련하였다. 또한, 미군해상운송지원단은 그 자체 선박의 운영뿐만 아니라 민간 상선과의 운송계약을 적극 활용하여 미국 해운업에 많은 이득을 안겨주었다. 이것은 단순히 공산측에 대한 군사적 대응뿐만 아니라, 전쟁을 국내 산업의 보호와 육성이라는 경제적 측면으로 활용한 것으로 보인다. 냉전시기 미국의 한국에 대한 지원은 군사적인 부분에 국한된 것이 아니다. 한국은 1950~60년대 미국의 대대적인 경제지원을 받았다. 이러한 지원은 자본과 물자 지원만이 아닌 기술원조(technical assistance)의 측면도 포함하였다. 한국전쟁당시 미군해상운송 지원단에 소속된 민간 상업 선박 중 일부 선박에서 한국의 선원 육성프로그램이 진행된 것으로 보인다. 따라서 본 연구에서는 한국전쟁시기 대부분의 물류를 수송한 미군해상운송지원단의 설립과정과 전쟁당시 운영에 대해서 제시하고, 한국전쟁에서 미군해상운송지원단의 역할과 의미에 대해서 논하고자 한다.

영문 초록

One of the most important factors in carrying out the war is logistic support. During the Korean War, the Korean government did not have the military and economic capacity to carry out the war, and it was able to continue the war with the participation of the United Nations Forces centered on the United States. All military support for this coalition was provided by the US military, and large-scale military supplies were transported by the US Military Sea Transportation Service. In addition, it was involved in the transportation of private relief and economic reconstruction. After World War II, the U.S. Military Sea Transportation Service. was established with the aim of facilitating the U.S. military s war as a military transport system in preparation for the Cold War system. It was used for the first time during the Korean War. In particular, the Korean War not only provided the U.S. Military Sea Transportation Service. with an opportunity to build know-how in practice, but also provided an opportunity for the U.S. Military Sea Transportation Service. to solidify its system in East Asia. In addition, the U.S. Military Sea Transportation Service has benefited a lot from the U.S. shipping industry by actively utilizing transportation contracts with private merchant ships as well as its own ship operation. This seems to include not only military responses to the communist side, but also the economic aspect of protecting and fostering domestic industries for war. US support for Korea during the Cold War was not limited to military aspects. Korea received extensive economic support from the United States in the 1950s and 1960s. This support includes not only the economic aid program, but also the aspect of technical assistance. During the Korean War, some of the private commercial ships belonging to the U.S. Military Sea Transportation Service appear to have carried out a program to foster Korean sailors. Therefore, this study presents the establishment process and operation of the US Military Sea Transportation Service, which transported most of the logistics during the Korean War, and discusses the role and meaning of the Military Sea Transportation Service to Korea.
